A RESOLUTION: APPROVING THE COMPREHENSIVE SIGN PLAN, SPECIFICALLY
THE OVERSIZED MONUMENT AND WALL SIGNS, AT THE
VILLAGE OF LEESBURG
WHEREAS the ISO-acre Village of Leesburg contains a variety of different building sizes
and types and includes over fifty commercial units; and
WHEREAS the Village of Leesburg is located in the H-2 Overlay District; and
WHEREAS the Comprehensive Sign Plan is intended to remove the need for BAR or staff
review to determine compliance with the H-2 Overlay Design Guidelines; and
WHEREAS the Comprehensive Sign Plan includes provisions for retail, residential, office,
parking, and site signage; and
WHEREAS Zoning Ordinance Section 15.9.1.C.1 stipulates that the maximum size of a
wall sign is 100 square feet and Zoning Ordinance Section 15.9.1.C.2 Monument Sign stipulates
that the maximum size of monument signs is 40 square feet; and
WHEREAS the Comprehensive Sign Plan includes six monument signs that exceed the 40-
square-foot maximum area and allows for tenants of 20,000 square" feet or greater to have a wall
sign in excess of the 100 square feet maximum; and
WHEREAS the Board of Architectural Review (BAR) found the Comprehensive Sign
Plan, generally, and the oversized monument and wall signs, specifically, to be compliant with the
H-2 Corridor Design Guidelines and approved application TLHP-2009-0003 on 15 June 2009; and
WHEREAS Zoning Ordinance Section 15.14.2 Review Authority states that any individual
sign that is approved by the BAR as part of a Comprehensive Sign Plan but that exceeds the

maximum size otherwise permitted by the Zoning Ordinance requires approval by the Town
Council; and
WHEREAS the monument and wall signs will be installed in accordance with all other
applicable standards set forth in the Zoning Ordinance.
THEREFORE, BE IT RESOLVED by the Council of the Town of Leesburg in Virginia
that the six monument signs are approved and may be installed as shown on the site plan.
THEREFORE, BE IT FURTHER RESOLVED by the Council of the Town of Leesburg in
Virginia that the sliding scale for wall signs, which permits tenants of20,000 square feet or greater
to have a wall sign in excess of the maximum 100 square feet is approved and may be used to issue
sign permits as they are requested by future tenants.
