SUMMARY STATEMENT: We have been negotiating in good faith with Judd DeBoer on a Through-the-Fence agreement
to allow 20 acres M/L to have access to the airport to be utilized for private hangar construction. We have made significant progress regarding several essential elements to any agreement,
including the necessity for any TTF operator to pay fuel flowage fees, collect landing fees, pay car rent fees, and pay any other permit fees, or fees that we as a City airport create
for all of the on airport users in the future. We have yet to reach an agreement on the access fee to be paid. We have based our funding requests based on their proportionate share
of the cost to operate the parallel taxiway and the runway. To date, they don’t feel this leaves them in a competitive situation. We have asked for 35 cents per square foot for the
area covered by each building. As an example, a 50’ X 42’ hangar, which is typical for the Sand Point development, is 2,100 square feet and at 35 cents per square foot per annum would
pay $735 per year, or $61.25 per month. If we agreed to the 13 cents per square foot that they have offered, this same hangar would pay $273 per year, or $22.75 per month. The short
and long run issue is how do we assure that TTF users pay an amount that is at or greater than parity as compared to the on airport users.
