PARKS AND RECREATION BOARD
Regular meeting
7 p.m. June 20, 2023
Board Meeting Room of Town Hall Annex, 105 E. Corbin St.
Present: Chair Cole Kenworthy, Wendy Kuhn, Adam McGovern, Alyse
Polly and David Weinberg
Absent: Commissioner Robb English (ex officio), Vice Chair Richard von
Furstenberg and Paul Weinberg
Staff: Public Space and Sustainability Manager Stephanie Trueblood
1. Call to order and confirmation of quorum
Chair Cole Kenworthy called the meeting to order at 7:05 p.m. Public Space and Sustainability Manager
Stephanie Trueblood called the roll and noted that a quorum was not yet present. She advised the chair to
proceed to the discussion item.
2. Agenda changes and approval
There were no changes to the agenda.
3. Minutes review and approval
Minutes from regular meeting on April 18, 2023, were approved.
Motion: Member Wendy Kuhn moved approval of the April 18, 2023, minutes as submitted. Kenworthy
seconded.
Vote: 5-0
4. Discussion items
Open House for South Churton Street Multimodal Corridor Study:
Discuss issues and opportunities for improvements in the corridor especially relating to bicycle and
pedestrian connectivity and safety. (Guests: Mike Rutkowski and Amber Lewis, Stantec)
The board discussed issues and opportunities for improvements in the South Churton Street corridor relating
to bicycle and pedestrian connectivity and safety. Trueblood began with a history of the corridor and
involvement of the North Carolina Department of Transportation. Mike Rutkowski and Amber Lewis of
Stantec Consulting Services presented an interactive South Churton Street Multimodal Corridor informal
survey. Public input and interactive events will continue through the next year.
5. Parks and recreation-related reports
A. Board of Commissioners
Commissioner Robb English was not present to report.
B. Planning Board
Member Alyse Polly reported that the Planning Board had participated in the interactive South Churton Street
Multimodal Corridor open house.

C. Intergovernmental Parks Work Group
Trueblood conveyed the next Intergovernmental Parks Work Group meeting is in October.
5. Park steward reports
A. Gold Park: Kenworthy reported that mulch around the Gold Park playground area needs fluffing.
B. Cates Creek Park: English was absent, so Trueblood reported a new cistern at Cates Creek Park and
discussion about possible surveillance took place to address vandalism of the little library.
C. Murray Street Park: Member Alyse Polly had not been to Murray Street Park.
D. King’s Highway Park: English was absent so could not report on Kings Highway Park.
E. Hillsborough Heights Park: No one had been by Hillsborough Heights Park to report.
F. Riverwalk greenway: Member Adam McGovern reported debris at Riverwalk. Trueblood and Kuhn
discussed repairs and maintenance to the boardwalk.
G. Turnip Patch Park: Turnip Patch Park needs attention in a few areas as stated by Kuhn.
6. Staff updates
Trueblood said:
• The town will do some tree removal and pruning in Turnip Patch Park.
• Repairs are happening at the parks with money left over at the end of the fiscal year.
• Temporary signs will be erected to deter leaving dog poop on the Riverwalk greenway.
• The Ridgewalk feasibility study will be given to the Board of Commissioners at its June 26, 2023, meeting
without comment. Comments on the study will be received in the fall.
• Progress is being made on the skate park at Cates Creek Park.
• The Hillsborough Board of Commissioners approved the Comprehensive Sustainability Plan at its June 12,
2023, meeting.
• There are no updates on the Eno River State Park expansion.
• An Engage Hillsborough meeting will take place in November 2023.
7. Adjournment
Motion: Kenworthy moved to adjourn at 8:40 p.m. Polly seconded.
Vote: 5-0.
