A RESOLUTION: AWARDING THE IDA LEE PARK MAINTENANCE FACILITY
PROJECT CONSTRUCTION CONTRACT
WHEREAS, the Ida Lee Park Maintenance Facility project is an approved capital project in
the FY 2010-2015 CIP; and
WHEREAS, in response to a public solicitation for the construction bids of the Ida Lee
Park Maintenance Facility project, the Town received seventeen bids on January 27, 2010, from
the following firms:
• Ellis Denning Construction d/b/a E11isDale Construction LLC
• Focus Construction
• Roy C Kline Contractors
• Webb Construction
• Waynesboro Construction
• Sumter Contracting Corp.
• Callas Contractors, Inc.
• Hammerhead Construction
• R.E. Daffan, Inc.
• Asil Services, Inc.
• Taft Construction
• Madigan Construction ,Inc.
• Falls Church Construction Corporation
• Bob Porter Company, Inc.
• Combined Services, Inc.
• Lantz Construction Company of Winchester, Inc.
• Dominion Construction Group, LLC

WHEREAS, the bids were evaluated by the Deputy Director of the Department of Capital
Projects Management and the Chief Purchasing Officer in accordance with the Town's Purchasing
Policy; and

PROJECT CONSTRUCTION CONTRACT
WHEREAS, Ellis Denning Construction d/b/a E11isDale Construction, LLC was
determined to be the lowest responsive and responsible bidder; and
WHEREAS, this is a combined unit price and lump sum contract and the unit price section
is based on estimated quantities multiplied by the unit price plus the lump sum building cost have
established the not to exceed contract price; and
WHEREAS, change order procedures are detailed in the bid specifications; and
WHEREAS, sufficient funding is available to construct this project.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute a contract, in a form approved by the Town Attorney, with
Ellis Denning Construction d/b/a E11isDale Construction, LLC in the amount of $535,000.00 for
the construction of this project.
