A RESOLUTION: AWARDING A CONTRACT FOR EMPLOYEE MEDICAL AND
DENTAL INSURANCE TO CIGNA HEALTHCARE MID-ATLANTIC
WHEREAS, the Town of Leesburg provides its employees with a comprehensive health
insurance benefits package; and
WHEREAS, in response to a Request for Proposal for Medical and Dental Insurance, the
Town received proposals from the following twelve firms:
• American General Life Companies
• Anthem Blue Cross and Blue Shield
• Ameritas Life Insurance Corp
• CIGNA Healthcare Mid-Atlantic
• Delta Dental of VA
• Guardian Life Insurance Co
• Kaiser Foundation Health Plan of the Mid-Atlantic States, Inc
• Premier Access Insurance Co
• Southern Health Services Inc
• Standard Insurance Co (The Standard)
• United Concordia Companies, Inc
• United Health Group; and
WHEREAS, the proposals were evaluated and shortlisted firms interview by Wells Fargo
Insurance Consultants along with an employee task force in accordance with the Town's
Purchasing Policy and the Virginia Public Procurement Act; and
WHEREAS, the best of final offer of CIGNA Healthcare Mid-Atlantic reduces cost to the
Town and its employees while maintaining benefit levels.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to conclude negotiations and execute a contract, in a form approved
by the Town Attorney, with CIGNA Healthcare Mid-Atlantic for medical and dental insurance for

the fiscal year beginning July 1, 2010 with an option to extend for up to four additional one year
periods.
