A RESOLUTION: ENDORSING THE APPLICATION AND AUTHORIZING THE TOWN
MANAGER TO EXECUTE ANY AND ALL OF THE DOCUMENTS
ASSOCIATED WITH THE SUBMISSION OF A FY 2011 FEDERAL
NON-DEFENSE APPROPRIATIONS REQUEST FOR $27.5 MILLION
FOR CONSTRUCTION OF THE SYCOLIN ROAD FLYOVER
WHEREAS, the existing signalized intersection of the Route 7/15 Bypass and Sycolin
Road is the most dangerous in Leesburg and one of the worst in Loudoun County; and
WHEREAS, the Sycolin Road flyover has been planned for over 20 years, and is now the
Town's most pressing transportation priority with the completion of Battlefield Parkway from
Route 7 to Kincaid Boulevard; and
WHEREAS, the design of the Sycolin Road flyover has been funded through Regional
Surface Transportation Program; and
WHEREAS, construction of the Sycolin Road flyover would provide a substantial
regional transportation benefit, reducing traffic congestion and eliminating most accidents by
removing the existing at-grade intersection at the Route 7/15 Bypass and Sycolin Road.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. The Town Council endorses the submission of a FY2011 Federal Non-
Defense Appropriations Request in the amount of $27.5 million for the construction of the
Sycolin Road flyover.

SECTION II. The Town Manager is authorized to execute any and all of the documents
associated with the request.
