A RESOLUTION: SPECIAL EXCEPTION USE FOR CHILD CARE CENTER, TLSE-
2008-0008, CORNERSTONE CHAPEL
WHEREAS, a Special Exception application with a Special Exception Plat has been filed
by Cornerstone Chapel, and is referred to as TLSE-2008-0008, Cornerstone Chapel; and
WHEREAS, the subject property is located at the southeast quadrant of intersection of
Battlefield Parkway and Sycolin Road, and is further described as Loudoun County Parcel
Identification Number (PIN) 190-26-2026; and
WHEREAS, the property is zoned B-3, Community Retail/Commercial District; and
WHEREAS, the Planning Commission held a Public Hearing on March 18, 2010; and
WHEREAS, at their regular meeting of March 18, 2010 the Planning Commission
recommended conditional approval of this application to the Town Council; and
WHEREAS, Staff recommended conditional approval subject to the conditions identified
in the Town Council Staff Report dated May 7, 2010; and
WHEREAS, Town Council has determined the proposed use meets the special exception
standards for a Child Care Center as set forth in the Zoning Ordinance Section 9.3..5 Places of
Worship-Child Care Center; and
WHEREAS, Town Council has determined that the Approval Criteria of Zoning
Ordinance Section 3.4.12 have been satisfied; and
WHEREAS, Town Council has determined that the proposal would serve the public
necessity, convenience, general welfare and good zoning practice.

THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Special Exception application TLSE-2008-0008, Cornerstone Chapel, is hereby approved to
permit a Child Care Center on the property having a Loudoun County Parcel Identification (PIN)
number 149-28-0023, which is located at the intersection of Battlefield Parkway and Sycolin
Road, subject to the following conditions:
1. Substantial Conformance: Development of this special exception use shall be in
substantial conformance with the Special Exception/Concept Development Plan Set for
Cornerstone Chapel, Sheets 1-12 dated May 2008, last revised Apri122, 2010, and
prepared by PHR+A. The elevations shall be in substantial conformance with the
schematic elevations by HHA Architects Sheets A01-A12 and dated November 2009.
2. No Expressed or Implied Waivers: Approval of the special exception does not
express or imply any waiver or modification of the requirements set forth in the
Subdivision and Land Development Regulations, the Zoning Ordinance, or the Design
and Construction Standards Manual (DCSM) except as specifically approved by Town
Council or as shown as approved by Town Council on the Special Exception Plat and
supporting documents.
3. Number of Children: The Child Care Center is limited to a maximum of 120 children.
4. Location: The location of the Child Care Center is limited to the Phase I building
labeled on Sheet 4 of 12 of the Special Exception/Concept Development Plan Set for
Cornerstone Chapel, unless modified with an amendment to the special exception
TLSE 2008-0008.
5. Traffic Management Plan. To ensure safe and adequate loading and unloading of
children at the child care facility, and to maintain efficient on-site circulation, Staff
recommends that the Applicant be bound to the Traffic Management Plan as included
in the Special Exception Statement of Compliance, last revised March 1, 2010. Annual
notice of the Traffic Management Plan should be required to parents participating in the
child care facility and to the Town of Leesburg.
