A RESOLUTION: INITIATING AN AMENDMENT TO THE TOWN PLAN TO REMOVE
CERTAIN PLANNED ROADWAY IMPROVEMENTS FROM THE
ROAD NETWORK POLICY MAP, AND TO AMEND TEXT AS
APPROPRIATE AND NECESSARY TO REFLECT THE REMOVAL
OF THOSE PLANNED ROADWAY IMPROVEMENTS.
WHEREAS, the Road Network Policy Map and the transportation corridor policies of the
Town Plan are essentially unchanged from the 1997 Town Plan; and
WHEREAS, the Town Plan calls for the Road Network Policy Map and the transportation
corridor policies to be re-evaluated upon completion of an update to the Town's comprehensive
transportation study; and
WHEREAS, an update of the Town's comprehensive transportation study was completed
in July 2009; and
WHEREAS, the update concluded that removal of the planned improvements will result
in greater overall efficiency of the road network; and
WHEREAS, public necessity, convenience, general welfare and good planning practice
require consideration of the proposed amendments.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. Staff shall conduct a study of the viability of amending the Town Plan to:
• Remove from the Road Network Policy Map, the Keystone Drive overpass over
Route 7.
• Amend the Road Network Policy Map to show Keystone Drive terminating in
cul-de-sacs to the north and south of Route 7.

OF THOSE PLANNED ROADWAY IMPROVEMENTS.
• Remove from the Road Network Policy Map, that section of Trailview Boulevard
between Keystone Drive and Battlefield Parkway.
• Remove from the Road Network Policy Map, the Russell Branch Parkway
overpass over Battlefield Parkway.
• Amend the text of the Town Plan as appropriate and necessary to reflect the
changes cited above.
and, based on the results of that study, prepare a draft amendment to the Town Plan.
SECTION II. The Planning Commission shall hold a public hearing to consider the
possible amendments to the Town Plan, and report its recommendation to the Town Council
pursuant to Chapter 22, Title 15.2-2204 of the 1950 Code of Virginia, as amended.
