A RESOLUTION: AWARDING THE CONSTRUCTION CONTRACT FOR SYCOLIN
ROAD WIDENING PHASE II PRO]ECT TO GENERAL
EXCAVATION, INC IN THE AMOUNT OF $2,471, 261
WHEREAS, the Sycolin Road Widening Phase II project is a funded capital project; and
WHEREAS, m response to a public solicitation for construction bids of the Sycolin Road
Widening Phase II project, [he Town received seven bids on May 5, 2010, from the following
firms:
• General Excavation, Inc. $2,471,261.00
• Tessa Construction & Tech Company LLC $2,607,000.00
• Ardent Company, LLC $2,700,110.00
Hitt Contracting, Inc. $2,729,352.60
• Jeffrey Stack, Inc. $2,859,375.75
• Branch Highways, Inc. $3,223,821.25
• Ashburn Contracting Cotpomtion $3,635,291.60; and
WHEREAS, the bids were evaluated by the Deputy Director of the Department of Capital
Projects Management and the Chief Purchasing Officer m accordance with [he Town's Purchasing
Policy; and
WHEREAS, General Excavation, Inc. was detemilned to be the lowest responsive and
responsible bidder; and
WHEREAS, this is a unit price contract and [he estimated quantities multiplied by the unit
price have established the not to exceed contract price; and
WHEREAS, change order procedures are detailed in the bid specifications; and
WHEREAS, no additional funding is needed to award [his contract.

CONSTRUCTTON CONTRACT
THEREFORE, RESOLVED by the Council of the Town of Leesburg m Virginia that the
Town Manager is authorized [o execute a contract, in a form approved by the Town Attorney, with
General Excavation, Inc. in the amount of $2,471,261.00 for the construction of the Sycolin Road
Widening Phase II project.
