Call to Order
Herb Montgomery called to order the regular meeting of the Brewster Building Needs
& Assessment Committee at 7:00 pm on June 4, 2009 in Brewster Town Hall.
Roll call
The following persons were present: Herb Montgomery, Robert Miller, Charles
Sumner, Richard Kosinski, Paul Bradford, Greg Levasseur, Ed Lewis
Edward Rowse Architects -Edward Rowsex James Partridge, Steven Kora
Edward made a power point presentation with information on a number of recent
school related projects. There was a variety of new, addition and renovation. type
projects. The firm has significant experience in school/education facilities in Rhode
Island. The firm has significant computer/3D technology capabilities in house.
Construction documents and specifications are very detailed and accurate with a
series of reviews and edits throughout the process. This is a very tight project
timeline which will require a disciplined process. They also developed some 3D
models of the town's concept plan, which were presented.
They have two design projects which are ready to go out to bid. They are ready to
handle the town's timeline without hesitation. They will be creating four projects
budget estimates. They are very disciplined in controlling costs participatory related
to change order request. They are a very service orientated firm who intends to
please the client. They do not charge for mileage, printing, etc.
ARKO Associates Architects -Steve Shuman
Steve mad a power point presentation which provided a brief history on a number of
municipal projects that the firm has accomplished over the past several years. With
Alice Oberdorf's recent retirement, ARKO is a small one person firm who works with
a series of other supporting sub consultants. They have all worked together on a
significant number of projects. Steve is very aware of cost confinement's matters in
terms of selection of materials, etc. He is very aware of low maintenance, long
lasting materials in his design. Steve volunteered that he does not have a lot of
educational design experience. However the core elements of the building are
already in place relative to library, gym, cafeteria, administration space. The addition
is simply classrooms and support space which he has a great deal of space.
Ed Lewis was concerned about ARKO's lack of knowledge of DOE regulations and
process. Greg Levasseur mentioned the Brewster School staff also expressed concern
about the state's regulations and how the allocation of space was critical. Greg is
more comfortable with someone who is more experienced.
Everyone agreed that the Turowski Architecture was problematic. It seems that TLCR
was the first choice and Rows was number 2. There was some variation relative to
number 3 and 4. ARKO Steve Shuman is wonderful to work with and very
cooperative. However he is a small firm with limited experience.

Greg Levasseur moved that we offer the design services contract to TLCR and
be the second choice. Richard Kosinski seconded. The Board voted 5 es _ ~ Rowse
