HomeMy Public PortalAboutMinutes_CCSpecialMeeting_09162008SPECIAL CITY COUNCIL MEETING SEPT. 16, 2008 AT 6:00 P.M. AT THE COMMUNITY CENTER PRESENT: Mayor Brad Andersen, Council members Dennis McArthur, Steve Elliott, Jane Shaw, Dan Gubler, Treasurer Ron Nelson, Work Supervisor Zech Prouse, Betty McKinlay (filling in for Robyn Keyes while she attends ICCTFOA) VISITORS: Sally Price Mayor Andersen welcomed the Council and asked Shannon Basaraba, the new appointed Police Chief for Iona, to discuss his plans for a future office in the building. Shannon is requesting the use of the area that is now the museum. The museum will be moving as soon as their building is restored. Shannon feels the room can be transformed into the Iona Police Dept. with very little work. He feels there is ample room for the years to come and it also provides us with a secured area to prevent evidence tampering. Shannon would like to start on this project as soon as possible. He would do a lot of the work on his own time. If the City is not able to assist with the funding, he will use money that he gets donated or funds received through grants to complete this project. He feels the room can be done for a minimal cost. Council member Jane Shaw offered her services and time to do the electrical work. Council member Steve Elliott said the only draw back is the museum is no where ready to move into their building. The Council discussed moving the memorabilia to one end of the building for now to let Shannon get started on the room. Council member Steve Elliott mentioned that the museum has been shoved out of their space one time before and we are doing it again. He does not want to see them shoved into a corner. The Council felt that something could be worked out. Closing off one part of the area in the hall was discussed and adding a door. Building codes would need to be met. Mayor Andersen said that we need to have a place for our Police Officer and we will work with the Historical Museum Committee. Mayor Andersen said the Mayor from Ucon called him about a type of computer system for the Police Department. Ucon would like to split the cost with Iona. The cost would be $8,000. Council member Dan Gubler is concerned about the cost. $8,000 is the initial cost, but what would the operational cost be? Police Chief Basaraba will find out the cost and if it will cost more down the road. The question was asked if the computer system is a necessity. Police Chief Basaraba said an auto Icop would be more practical for him now. It would protect him and the City. He feels the computer system is not necessary at this time. Police Chief Basaraba will check into the costs. Money has been approved for materials and expenses for the police dept. Police Chief Basaraba is waiting for his shirts and pants. They should be here Thursday or Friday. Council member Steve Elliott asked what hours Police Chief Basaraba is working. He is working 40 hours per week and started on September 1st, 2008. Meeting adjourned: Time: 6:40 p.m. City of lona Chief Shannon Basaraba 3548 N. Main lona, ID. 83427 September 16, 2008 City Counsel/Mayor Anderson/Public, This meeting is to request the use of the area that is now the museum. I have come to understand that the museum is going to be moving locations in the near future. I see this as an incredible opportunity to move the Police Department into this location and show our community that the Police Department is here to stay. The lona Police Department is something I see as a huge opportunity. The location of the now museum, can be transformed into the lona Police Department with very little work. The police department would look extremely professional and would show our community where we see the future of this city. There is ample enough room for the years to come and it also provides us with a secured area to prevent evidence tampering. If this issue is approved, I would like to start on this project as soon as possible. However, I am mostly concerned about getting the approval to use this space for the Police Department. If this is approved, I would be willing to do a lot of the work on my own time. If the city is not able to assist with the funding, I will use money that I get donated or funds received through grants to complete this project. As I stated during my interview for this position, just because this is a small town, it does not mean that we need to be less respected that Bonneville County or Idaho Falls Police Department. This is a great opportunity to show our community what we think of our Police Department, and even better yet, we can do this at an extremely minimal cost. I have been placed with this job title of Chief of Police and I am going to do everything possible to make this agency the best it can possibly be. I will be looking into ways to accomplish the goals I have set for myself. Whenever there is an item I feel necessary for the Police Department, I will always look to accomplish it with monies that I have acquired. This does not mean that I will never ask for funds from the city, however, you can be sure that if I do, it will be for something I feel is extremely necessary and is in the best interest of the city. Thank you for your time and I appreciate you for listening to my ideas. So everyone knows; I will have complete uniforms and equipment needed to start patrolling on approximately September 22"d. I will begin with our cities code enforcement issues and attempt to get them on track. I will also begin the training necessary to get my Idaho P.O.S.T. Certification. As well, I will be looking into grants that may be available to this agency. I will be inundated with items for quite some time so forgive me if I looked frazzled at times. Sincerely, Chief Shannon Basaraba 1,0.
