A RESOLUTION: APPROVING A $600,000 SUPPLEMENTAL APPROPRIATION TO THE
GENERAL FUND OPERATING BUDGET FOR UNBUDGETED
EXPENDITURES RELATED TO THE TOWN RESPONSE TO THE
DECEMBER AND FEBRUARY SNOWSTORMS AND THE PARKS &
RECREATION BUDGET TO PROVIDE ADDITONAL SERVICES IN
RESPONSE TO CITIZEN DEMAND
WHEREAS, the Town incurred expenses approximately $400,000 above the $235,000
budgeted for snow removal and to repair damage to Town property during the snowstorm in December
2009 and the two snowstorms in February 2010; and
WHEREAS, it is estimated the Parks & Recreation Department will exceed its operating budget
by approximately $200,000 to meet the demand for Aquatics, Fitness, and Tennis classes, personal
training, and lessons; and
WHEREAS, in accordance with Section 15.2-2405 of the Code of Virginia, a public hearing was
held on June 22, 2010 because the supplemental appropriation request of $600,000 exceeds by more than
one percent ($451,976) the FY 2010 General Fund operating budget of $45,197,609 ;and
WHEREAS, the Town of Leesburg has been approved for receipt of Federal and State disaster
assistance for the February snowstorms and is preparing documentation for the snowstorm expenses to
submit to the Federal Emergency Management Agency and Virginia Department of Emergency
Management; and
WHEREAS, the latest Parks & Recreation Department estimate is that the department will exceed
FY 2010 revenue estimates by approximately $269,000; and
WHEREAS, the source of funds for the supplemental appropriation will be the Undesignated
Fund Balance of the General Fund.

RECREATION;BUDGET TO PROVIDE ADDITONAL SERVICES IN
RESPONSE TO CITIZEN DEMAND
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the FY
2010 General Fund Operating Budget in amended and a supplemental appropriation in the amount of
$600,000 is made for the fiscal year beginning July 1, 2009 and ending June 30, 2010 for the December
2009 and February 2010 snowstorms and Aquatics, Fifiess, and Tennis services in the Parks &
Recreation Department.
