RESOLUTION NO. 2010-100 ADOPTED Julv 27, 2010
A RESOLUTION: MODIFICATION OF THE ACCESS PLAN FOR THE INTERSECTION
OF LINDEN HILL WAY AND SOUTH KING STREET AS PART OF
THE TOWN'S WIDENING PROJECT FOR SOUTH KING STREET
WHEREAS, [he South King Street Widening project is an identified capital project in the
Town's FY 201 I-2015 Capital Improvement Program; and
WHEREAS, [he Town has received sufficient funding from Virginia Department of
Transportation, County of Loudoun, and the American Resource and Recovery Act of 2009 for
cons[mc[ion and utility relocation necessary in the initial phase of improvements between
Evergreen Mill Road/Govemors Drive and Greenway Drive; and
WHEREAS, a design public hearing was conducted in accordance with Virginia
Department of Transportation requvemen[s on October 22, 2009; and
WHEREAS, Linden Hill residents have requested keeping full access in/out of Linden Hill
Way; and
WHEREAS, additional communiTy meetings were held in May and July of 2010 to discuss
the access al[ema[ives for [he Linden Hill subdivision; and
WHEREAS, at the June 7, 2010 Council Work Session, s[affpresented several alternative
scenarios including roundabouts, and access roads; and
WHEREAS, a[ the June 7, 2010 Council Work Session, Town Council requested additional
information from staff about a potenfial access road from Linden Hill Way [o Country Club Drive;
and
WHEREAS, Town staff has evaluated feasibility of [he access road to Country Club Drive,
and evaluated the feasibiliTy of relocating the intersection of Linden Hill Way; and

WHEREAS, Town staff recommends a modification of [he current access plan a[ [he
intersection of Linden Hill Way and South King Street to permit a median opening [ha[ allows for
right-in, right-out and left-in movement only, but does no[ allow for left-out movement; and
WHEREAS, Town staff recommends the installation of a traffic signal at the Greenway
Drive intersection to support u-taro movements for vehicles leaving Linden Hill Way [ha[ desire to
go northbound on South King Street.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. Town Council approves a median break at Linden Hill Way that only allows
for right-iq right-out, left-in only movements as recommended by Town staff.
~" SECTION II. Town Council approves the installation of a traffic signal at the Greenway
Drive intersection to support u-taro movements for vehicles leaving Linden Hill Way that desire to
go northbound on South King Street.
SECTION III. Town Council au[horius an appropriation not to exceed $1 million for
design and constmction of a one-way access road from Linden Hill Way to Country Club Drive
that is contingent upon the successfW acquisition of the home and parcel located a[ 1 Country Club
Dme at a cost of no more than $375,000.00, and contingent upon the Linden Hill Homeowners
Association donating [he necessary right-of--way and related easements [o the Town at no cost to
[he Town; that said easements must be dedicated [o the Town within 30 days of execution of said
resolution; that in the event [he Town is unable to provide left taro movements, all property
dedicated to the Town shall be returned by appropriate legal instrument to [he respective owners.

SECTION IV. The Town will mitigate traffic impacts on Country Club Drive through
timing of the light and anticipation of other issues.
