The meeting is called to order at 7:00 pm on Tuesday 7 July 2009 by Larry Greeley. Members present at this time are: Larry Greeley Norman Adams ~ `.~ Walter Powers ~ ,-, There is no person present in the audience area at this time. ~ _J. Norman Adams distributes copies of the draft minutes of the meeting of Tuesday 2 June 2009, as well as copies of the approved and subsequently filed minutes of the meeting of Tuesday 7 Apri12009. A motion is made by Walter Powers and seconded by Larry Greeley to approve the minutes of the meeting of Tuesday 2 June 2009 as presented. The vote to accept is unanimous. Larry Greeley reports briefly that he has spoken with Larry Bugden, who is unable to attend this meeting, concerning two topics of interest to this committee on which Larry Bugden is seeking information: • first, as to engineering audits of the Comcast network in Brewster -Larry Bugden has so far been unable to find an organization which is able and willing to undertake such an audit in Brewster; and • second, as to useful models for Brewster to consider adopting in the way of regulations and standards for the cable network in Brewster -Larry Bugden will be getting to that matter soon. There is a general discussion of steps that the town should undertake (presumably guided by and, as appropriate, undertaken by, this committee and its members) for a proper ascertainment in preparation for the negotiations between Brewster and Comcast concerning the renewal of a suitably modified contract for a cable TV franchise in Brewster for the period starting at the expiration of the current contract. The following comments are put forward: • Responses from citizens should be in legally acceptable form -for example, as written answers to questionnaires, or as responses to a written question presented by a qualified person with a suitable form on a clipboard seeking a written affirmation in a method similar to that often used for citizen petitions. • If the petition-like method is used, it should be used in the coming fall -when people are out and about - rather than delaying to winter when most potential clipboard holders and citizens alike prefer to avoid the outdoors. • A popular fall event is the fall Town Meeting. A venue that is popular is the hockey rink. Other popular places include the Brewster PO and the Brewster transfer station. • The Cape Cod Community Media Center in Yarmouth is involved in some Brewster activities and may have useful information on popular Brewster events and venues. Larry reports that a technical person from The Camera Company did come and look over the control room in the Brewster Town Offices building preparatory to doing the installation of the new equipment. After that visit he recommended a way to combine uses of some of the equipment to slightly reduce the total equipment expense. By general agreement the next meeting of the Brewster Cable TV Advisory Committee will be on the regular schedule, to wit, on Tuesday 4 August 2009 at the usual time and place. The meeting seems to be out of other business to be taken up tonight. A motion to adjourn is made by Walter Powers and seconded by Norman Adams. The motion is passed unanimously. The meeting is adjourned at 7:33 pm. Submitted by Norman Adams, Clerk, Brewster CTVAC
