HomeMy Public PortalAbout2010_07_27_R103 - TIGER II GrantThe Town of Leesburg, ~Iirginia PRESENTED July 27, 2010 RESOLUTION N0.2010-103 ADOPTED Julv 27.2010 A RESOLUTION: ENDORSING THE APPLICATION AND AUTHORIZING THE TOWN MANAGER TO EXECUTE ANY AND ALL OF THE DOCUMENTS ASSOCIATED WITH THE SUBMISSION OF A TIGER II DISCRETIONARY GRANT APPLICATION FOR $12,560,000 FOR THE SOUTH KING STREET WIDENING PROJECT WHEREAS, Route 15, also known as South King Street, is a principal arterial route, providing a major link in the regional transportation network serving Northern Virginia; and WHEREAS, the widening of South King Street from two to four lanes, from Evergreen Mill Road to the southern corporate limits at the Virt's Comer intersection, is included in [he Town's current Capital Improvement Program; and WHEREAS, although the design of this project is funded and underway, the lack of constmc[ion funding has required that the Town divide the project into phases with only the first phase currently funded; and WHEREAS, the cons[mction of the entire project would provide a significant regional transportation benefit by reducing traffic congestion; and WHEREAS, [he Town has an opportunity to apply for constmction funding for the entire project through the TIGER II Discretionary Grant Program; and WHEREAS, the total constmction costs of the South King Street widening project, including the realignment of the Virt's Comer intersection, are estimated at $16,725,000; and WHEREAS, the Town has already received $1,025,000 in federal stimulus funds for this project, bringing the eligible project costs to $15,700,000; and -2- A RESOLUTION: ENDORSING THE APPLICATION AND AUTHORIZING THE TOWN MANAGER TO EXECUTE ANY AND ALL OF THE DOCUMENTS ASSOCIATED WITH THE SUBMISSION OF A TIGER II DISCRETIONARY GRANT APPLICATION FOR $12,560,000 FOR THE SOUTH KING STREET WIDENING PROJECT WHEREAS, the South King Street widening project meets the minimum requirements of the TIGER II grant program, namely the completion of the National Environmental Protection Act (NEPA) review and the identification and commitment of 20%matching funds; and WHEREAS, the $3,140,000 in required non-federal matching funds will be provided by Regional Surface Transportation Program funds through the Northern Virginia Transportation Authority and VDOT Secondary Road Funds through Loudoun County. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. The Town Council endorses the submission of a TIGER II Discretionary Grant application in the amount of $12,560,000 for the South King Street widening project. SECTION II. The Town Manager is authorized to execute any and all of the documents associated with the grant application.
