A RESOLUTION: AUTHORIZING STAFF TO ENTER INTO A COOPERATIVE
AGREEMENT WITH THE NATIONAL PARK SERVICE FOR THE
MANAGEMENT OF SEGMENTS OF THE POTOMAC HERITAGE
NATIONAL SCENIC TRAIL LOCATED WITHIN TOWN MANAGED
PARKLAND
WHEREAS, the Potomac Heritage National Scenic Trail is a designated National Scenic
Trai] corridor proposed by the National Park Service and envisioned to connect various existing
trails and historic sites throughout the Potomac River Basin within the States of Virginia, Maryland,
Pennsylvania, and the District of Columbia; and
WHEREAS, the cooperative agreement between [he Town, Loudoun County, NVRPA, Visit
Loudoun, and the National Park Service establishes a formal relationship between the
jurisdictions/agencies to support [he development and management of the various trail segments;
and
WHEREAS, within the Town of Leesburg, [he [rail would utilize existing primitive blazed
trails (unpaved and identified only by tree mazking) in Edwards Landing Park and Veterans Park as
connections; and
WHEREAS, the existing trail portions that pass through established Town parks would
require no additional maintenance than what is already taking place, and there would be no
additional use of Town resources (funding or manpower) required to participate in the Cooperative
Agreement; and
WHEREAS, [he concept of entering into this Cooperative Agreement was proposed to the
Parks and Recreation Advisory Commission a[ their June 12, 2010 meeting and was endorsed by
the Commission.

THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia that staff
is authorized to enter into a cooperative agreement with the National Park Service for [he
management of segments of [he Potomac Heritage National Scenic Trail located within Town
managed parkland.
