The Park Commission of Medina, Minnesota met in regular session on July 16, 2008 at 7:00 p.m.
in the Medina City Hall. Park Commission Chair Ann Thies presided.
1) Call to Order

2) Additions to the Agenda: None.
3) Approval of the Minutes from June 18, 2008:
A motion was made by Galen Bruer and seconded by Ben Benson to approve the minutes
with no changes. Motion passed unanimously.
4) Public Comments (on items not on the agenda):
A. Joe Castellano, Plymouth Resident, requested that the Park Commission consider
allowing him to use Hamel Legion Park to conduct a Schutzhund dog training club.
Schutzhund is the highest form of training for German Shepherds. These dogs are
trained/scored in three areas: 1) tracking; 2) obedience; 3) protection. The training
area would need to be the size of a football field. Training is conducted all year
round. It would typically be done on Saturdays and possibly Wednesday evenings.
Castellano is in the early stages of forming a club, but estimates that about four to ten
people may be interested in participating. The Park Commission requested that
Castellano set up a meeting with staff to discuss details and bring a report back to the
August Park Commission meeting.
B. Bill Roberts, 3310 Red Fox Drive, asked the Park Commission what the City's
intensions are with the Hunter Lions Park sign once the City purchases new uniform
park signs. Roberts as a resident and Lions member expressed interest in maintaining
the sign in the park and keeping the park's name. The Park Commission assured
Roberts that the name of the park would not change.
Benson suggested moving the sign into the park to maintain the park's history and
placing the new uniform park sign by the street.
Adams suggested creating a plaque that would tell the history of the park similar to
the plaque at Holy Name Park.
Bruer stated that once the City has a sign design, the Park Commission will better
know if it is possible to incorporate both signs or come up with a compromise.

5) Trail Study
The Park Commission conducted a final review of the completed trail study and made a
few minor corrections. A sentence was removed in the description of the Hunter Drive
Trail that referred to property owners who have been unwilling to allow the trail past
their properties.
A motion was made by Brian Kingsley and seconded by Peter Lecy to recommend to the
Council adoption of the 2008 Trail Study with staff corrections. Motion passed
unanimously.
6) Capital Improvement Planning
The Park Commission reviewed the 2009 CIP that had been revised based on the Park
Commission's June 16th meeting discussion.
Bruer suggested that when the city relocates trees, a variety of tree species are relocated
to combat any diseases that may come through.
Thies questioned if the proposed parking area in the North East area of Hamel Legion
Park would be shared with the Hamel businesses for use during the day and park use in
the evenings. Adams suggested a possible joint agreement with Inn Kahoots.
Thies questioned why the Willow Drive Trail from Morningside to County Road 6 is not
budgeted until 2011. Adams stated that the project should be done in conjunction with the
Willow Drive total reconstruct project, which is in the City's Pavement Management
Program for 2011.
Lecy pointed out that all seven trails designated as `high priority' by the Park
Commission should be added to the CIP to be completed within the next five years.
Benson questioned the $250,000 each year for land acquisition. Adams clarified that the
City is not depositing $250,000 into an account each year, but just moving the line
forward. Thies questioned if the City has a maintenance budget to maintain the Tomann
Parcel once it is given to the City.
There was a general consensus to move $20,000 from 2008 to 2009 for park signage
because the project will not get done until the City establishes a new logo.
A motion was made by Ben Benson and seconded by Brian Kingsley to recommend to the
Council adoption of the 2009 CIP relating to parks and trails with the addition of high
priority trails and park signage moved to 2009. Motion passed unanimously.
7) Staff Report
a) General Updates:

• The Recreation Subcommittee conducted their first meeting and is proposing
to hold an open house prior to the next Park Commission meeting to present
suggestions and recommendations to the public on a city recreation program
and the concession stand.
A motion was made by Galen Bruer and seconded by Ben Benson to hold a
special meeting on August 20, 2008 at 6.•00 p.m. Motion passed unanimously.
• Scherer updated the Park Commission on progress made at Holy Name Park
by showing a few pictures of compost, shoreline restoration, and the process
for creating a Low Impact Design.
• The Fountain at the entrance plaza in Hamel Legion Park is scheduled to be
installed on July 17, 2008.
b) Dog Ordinance: An update was given that the City currently has an ordinance in
place to regulate dog waste. It can be found in Section 515.09, Subd. 8 of the Medina
City Code.
9) Adjourn
A motion was made by Ben Benson, seconded by Brian Kingsley and passed
unanimously, to adjourn the meeting.
The meeting was adjourned at 8:00 p.m.
