A RESOLUTION: AUTHORIZING A LEASE AGREEMENT WITH T- MOBILE NORTHEAST,
L.L.C.FOR TELECOMMUNICATION ANTENNA AT HOSPITAL TANK
AND GRANTING AN EASEMENT TO VIRGINIA ELECTRIC AND POWER
COMPANY (VEPCO) AND VERIZON FOR THE T- MOBILE
COMMUNICATION ANTENNA ON SITE OF HOSPITAL TANK
WHEREAS, the Utilities Department had been approached by telecommunication
companies for use of the Hospital tank for installation of cell antennas; and
WHEREAS, Request For Proposal (RFP) was issued and duly advertised per Section 15.2-
2100 -2105 of the Code of Virginia; and
WHEREAS, only one bid was received in response to the RFP; and
WHEREAS, the bidder T- Mobile Northeast LLC has met all the requirements; and
WHEREAS, along with the award of this lease T- Mobile is requesting granting of electric
and phone easements on site for their use to place the system into operation.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. The Town Manager is authorized to execute the ground and tank lease
agreement on a form approved by the Town Attorney with T- Mobile Northeast, L.L.0 in the amount
of $30,000.00 per year ($2500.00 per month) with annual increases in the lease amount at 3%
escalation on each anniversary date of the lease.

SESCTION II. The Town Manager is also authorized to execute the necessary deeds for
dedicating the required easements to the VEPCO and Verizon on a form approved by the Town
Attorney.
