RESOLUTION NO. 2010 -140 ADOPTED October 26, 2010
A RESOLUTION: AWARDING THE PROFESSIONAL AIRPORT PLANNING,
ENGINEERING AND ARCHITECTURAL SERVICES CONTRACT
TO TALBERT BRIGHT, INC.
WHEREAS, in response to a solicitation for Professional Airport Planning, Engineering
and Architectural Continuing Services for the Airport capital projects, ten proposals were
received; and
WHEREAS, all proposals were evaluated by a selection committee in accordance with the
requirements of the Federal Procurement Guidelines, the Town's Purchasing Policy and the
requirements of the Request for Proposals; and
WHEREAS, Talbert Bright, Inc. was the firm ranked highest by the Town's selection
committee; and
WHEREAS, the Professional Airport Planning, Engineering and Architectural Services
contract will be for an initial period of one (1) year and renewable for up to four (4) additional
consecutive periods of one (1) year; and
WHEREAS, the Professional Airport Planning, Engineering and Architectural Continuing
Services are to be provided on a project -by- project basis and each task order will be less than
$100,000 on projects funded solely by the Town; and
WHEREAS, if the task order is in excess of $100,000 the Federal Procurement guidelines
require an independent fee review: and
WHEREAS, the total aggregate amount of the task orders shall not exceed $500,000 per year
per contract; and

AND ARCHITECTURAL SERVICES CONTRACT TO TALBERT
BRIGHT, INC.
WHEREAS, the Director of Capital Projects Management recommends award of the
contract for Professional Airport Planning, Engineering and Architectural Services to Talbert
Bright, Inc.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute a contract, in a form approved by the Town Attorney for
Professional Airport Planning, Engineering and Architectural Services to Talbert Bright, Inc.
