A RESOLUTION: INITATING AMENDMENTS TO THE LEESBURG ZONING
ORDINANCE ARTICLE 11, SECTION 11.4 ALTERNATIVE PARKING
PROVISIONS TO PERMIT AN ALTERNATIVE(S) TO THE PROVISION
OF ON -SITE PARKING FOR RESIDENTIAL USES IN THE H -1 OLD
AND HISTORIC OVERLAY DISTRICT
WHEREAS, the Town Plan encourages a mix of land uses to increase workability, reduce
vehicular traffic, and strive for round- the -clock vibrancy in the Downtown; and
WHEREAS, Section 6.3.1 of the Zoning Ordinance, B -1 Community (Downtown) Business
District, describes the district as a "mixed -use" district including residential uses that are "typically
above the ground floor of retail uses" and considered "primary uses within the B -1 District and
WHEREAS, the Zoning Ordinance parking provisions assure that a sufficient quantity of
parking be provided for residential and non residential alike and that it must be provided proximate
to the use it serves; and
WHEREAS, the Leesburg Zoning Ordinance Section 11.4 currently contains alternative
parking provisions for non residential uses in the Downtown H -1, Old and Historic Overlay District
such as the ability to provide a payment in -lieu of providing on -site parking or allowance to use
structured parking if within 500 feet of a publicly owned parking garage; and
WHEREAS, these alternative parking provisions currently do not extend to residential uses
in the Downtown; and
WHEREAS, there is an interest in allowing alternative parking provisions for residential
parking in the Downtown by amending the Zoning Ordinance.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. Amendments to Zoning Ordinance Article 11, section 11.4 are hereby initiated

and referred to the Planning Commission for purposes of including alternative parking provisions
for residential parking in the Downtown H -1, Old and Historic Overlay District.
SECTION II. The Planning Commission shall hold a public hearing to consider these
amendments to the Zoning Ordinance, and report its recommendation to the Town Council pursuant
to Chapter 22, Title 15.2 -2204 of the 1950 Code of Virginia, as amended.
