ATTENDEES:

Meeting came to order at 7:29 a.m., the minutes were approved with a motion by Councilwoman
Laura Ward and seconded by Councilman Mark Schreiber. The motion passed 4-0.
Charter Review:
Presented by Ryan Moehlman. Ryan Moehlman presented three potential amendments to the
City Charter.
City Clerk residency requirements currently states the Clerk must live within City limits at
appointment. Ryan Moehlman suggested changing requirement to the same as department
directors. A motion was made by Councilwoman Laura Ward and seconded by Councilman
Mark Schreiber. The motion passed 4-0.
City Prosecutor is currently an elected position. Ryan Moehlman suggested changing to an
appointed position. A motion was made by Councilman Mark Schreiber and seconded by
Councilman David Kemna. The motion passed 4-0.
Term Limits for councilmembers are currently eight years. Ryan Moehlman suggested removing
the current limit and allow four terms but off for a 23 month "cooling off' period before serving
another two terms. Ken Hussey mentioned there were not term limits in the original charter. The
current limits were added in the early 90's when it became popular across the country. A motion
was made by Councilwoman Laura Ward and seconded by Councilman Mark Schreiber. The
motion was passed 4-0.
Attendance and Votes by Electronic Means:
Presented by Todd Spalding. Todd Spalding suggested an Ordinance to allow Cultural Arts
Commission to attend meetings and cast votes by electronic means. The last six out of ten
meetings were not held because of lack of quorum. A motion was made by Councilwoman Laura
Ward and seconded by Councilman David Kemna. The motion passed 4-0.

meetings and cast votes by electronic means. A motion was made by Councilwoman Laura Ward
and seconded by Councilman David Kemna. The motion was passed 4-0.
Modify Member Requirements for Electrical and Plumbing Licensing Boards:
Presented by Larry Burkhardt. Larry Burkhardt presented an ordinance to modify member
requirements making the membership of each board similar to the other. A motion was made by
Councilman Mark Schreiber and seconded by Laura Ward. The motion passed 4-0.
Appointment Review:
Presented by Gail Strope. The committee made nine new appointments. A motion was made by
Councilman Mark Schreiber to approve the following appointments and seconded by
Councilwoman Laura Ward. The motion passed 4-0.

There being no further business, Councilman Mark Schreiber made the motion to adjourn which
was seconded by Councilwoman Laura Ward. The motion passed 4-0 ending the meeting at
8:45a.m.
Next meeting is scheduled for June 7, 2017 at 7:30a.m. in the Boone/Bancroft room at City Hall.

A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR TO LIMIT
ENFORCEMENT OF PARKING REGULATIONS ON AUGUST 21, 2017
WHEREAS, on August 21, 2017, the City of Jefferson will experience two minutes and
twenty-nine seconds of total solar eclipse around 1:15 p.m. Central
Daylight Time when the sun is at a high point in the sky that is optimal for
viewing the phenomenon; and
WHEREAS, the City of Jefferson anticipates an influx of tens of thousands of people
into the area to view the total solar eclipse and to participate in Capital
Eclipse events; and
WHEREAS, to support those participating in Capital Eclipse events and to promote
tourism and commerce within the City, the enforcement of parking
regulations on August 21 , 2017 should only apply to the following sections
of the City Code: Bus Stops (Section 22-26), Disabled Parking Area
(Section 22-48), Blocking Sidewalk or Crosswalk (Section 22-6), No
Parking Areas (Section 22-6), and Loading Zones (Section 22-24);
NOW, THEREFORE, BE IT RESOLVED that the City Administrator is hereby directed
to limit the enforcement of City parking regulations on August 21, 2017 to only the
following portions of the City Code: Bus Stops (Section 22-26), Disabled Parking Area
(Section 22-48), Blocking Sidewalk or Crosswalk (Section 22-6), No Parking Areas
(Section 22-6), and Loading Zones (Section 22-24).

AMENDING THE 2016-2017 BUDGET BY REORGANIZING TWO POSITIONS WITHIN
THE DEPARTMENT OF PLANNING AND PROTECTIVE SERVICES, PLANNING/MPO
DIVISION.
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS
FOLLOWS:
Section 1. The 2016-2017 Budget of the City of Jefferson, Missouri is hereby
amended by changing the personnel schedule to authorize one position with the title of
Planning Manager(grade 20) and an additional Planner I/II (grade 16/17) and deleting the
positions of Planner III (grade 19, 2 positions).
Section 2. This Ordinance shall be in full force and effect from and after the date of
its passage and approval.

Background Information:
After reviewing positions due to a vacancy and a promotion in the Planning and
Protective Services Department, there is a desire to streamline the supervisory
responsibilities allowing for greater flexibility of assignments and responsibility within the
Planning and MPO Division. Therefore it is recommended the Planner III (grade 19)
position currently overseeing the Planning responsibilities be reclassified to a Planning
Manager (grade 20) and be given oversight of both Planning and the MPO staff and
functions. In addition, the Planner III (grade 19) position which is currently vacant but
has historically had oversight of the MPO functions and staff, be reclassified to a
Planner I/II (grade 16/17 depending upon qualifications). This reorganization will give
oversight of the two planning processes to one person who will have the flexibility and
resources to make assignments as needed, allowing greater attention to be given to
more pressing issues as they come up as well as easing the workloads of current staff
during those times.
This reorganization will not change the number of currently budgeted positions and may
result in a small savings in salaries by hiring a range 16 rather than a range 19.
