HomeMy Public PortalAboutCommunity Preservation Committee -- 2009-01-14 MinutesDate approved 10-14-09 Vote 5-0-0 ~S~ TOWN OF BREWSTER '' ~~~ COMMUNITY PRESERVATION COMMITTEE Meeting Minutes January 14, 2009 Present: Elliot Carr, Elizabeth Taylor, Paul Hush, Roy Robinson, Paul Ruchinskas, Jeanne Boehm, Rollie Bassett Guests: Mark Robinson, Peter Johnson, Ellen St. Sure The Meeting was called to order at 4:30 PM. 1. Applications: a. Crosby Mansion: Applicant -Friends of Crosby Mansion Discussion concerning project. Questions about what the long term projects were. What are the expected expenses, if we fund $125,000 where is the rest coming from? We ask this from everyone.- we have to be consistent and we expect the same information from everyone. PH -said that this is a 2 part project and we are only being asked to approve money for part one - $125,000.. Others - we standard want to see where the rest of the money is coming from and what are the expectations as to whether or not it will be forthcoming. We only release money when the rest is there. Where will the rest of the money come from? We want to see what is planned as the total renovation of this building. What is next? Is there a 5-year plan? After much discussion - MOTION to table until get rest of the information. The committee supports the plan, but needs more information. Ginny Locke is in Florida for 5 or 6 months. Moved by Bassett, second by Robinson VOTE:7-0-0 b. Breakwater Cemetery -application from Brewster Cemetery Commission The Historic Commission (HC) supports this application, but has not taken a vote because they are awaiting information on access, since the cemetery is totally enclosed by a fence. Application is to repair the broken head stones which were discovered in the basement of the COA. Those that cannot be repaired will be put on display in a cabinet with explanations as to what they are. Want to have this display in the cemetery. CPC Minutes 01-14-09 1 - Access is a problem -now you need to climb over a fence. The gate is locked. Problem with access near playground -because kids tend to play and jump on broken stones. Motion to table needed? c. Discussion with Ellen St. Sure: HC -does it have a plan to prioritize buildings/ sites in town for CPA $? CPA could pay for this work. ESS said much too much work -would take years.... Is there a printed list of buildings? ML-a priority list? Could take the HDC list (from blue books). Did not want to prioritize sites, but could do list of top of the line sites -owned/leased by the Town. Such as COA, UU Church, Cape Rep, Crosby Mansion, Old Town Hall, Grist Mill & Run, Drummer Boy Park, etc... d. Tennis application -get copy of legal opinion to all. PH is $250,000 too high? Qs- where will the rest of the money come from, how much, need more info. USTA $$? ET- This is a good app. -but needs some more info. Generally liked app. Have Wendy come to the next meeting. 2. Exec Session - PRATT Motion to go into Executive Session under MGL.c.39, section 236(6) to consider purchase of real property. Moved by Paul Hush, second by Mike Lach. Re-Organization: Motion to elect Elliot Carr & Paul Hush as Co-Chairs Elizabeth Taylor as Clerk. Moved by Bassett, second by Taylor ALL 'SAYE" 4. Housing: CPC Minutes 01-14-09 _2 _ BOS meeting - re-hash of housing discussion with BOS, CS, JD, CPC and partnership. Need to go back to PB and BOS for approval. Change date on cover to 2009. Discussion of Underpass Road application.....doesnot/ook very promising from BOS.... The BHA is working on a 50 unit bldg. behind Wells Court. This would all be at 60% and open to anyone, not just seniors. This would certainly give our housing % a boost!! 5. Send everyone copies of Lisa Souve's newest CPC numbers. 6. Bills -Need to have bill come from groups not the actual vendor -otherwise we get into prevailing wage issues, etc. RR handed in copies of bills for Grist Mill/Museum.
