RESOLUTION NO. 2011 -004 ADOPTED: January 11, 2011
A RESOLUTION: AUTHORIZING THE TOWN MANAGER TO IMPLEMENT A
REDUCTION IN FORCE POLICY
WHEREAS, it appears that due to significant revenue shortfalls as a result of the slow
economic recovery from a national recession that the conditions described in the "Town of
Leesburg Personnel Procedures Manual" Section 15.4 Separation Procedures D. and E. have
been met and all reasonable alternatives have been explored; and
WHEREAS, while the Town Manager has made every effort to balance the Fiscal Year
2012 budget, it is still necessary to implement a reduction in force and elimination of positions
and- programs by the end of Fiscal Year 2011; and
WHEREAS, the Town Manager recommends a reduction in force, elimination of
positions and the elimination of programs as necessary from the General Fund, Utility Fund,
Airport Fund and Capital Projects Fund; and
WHEREAS, pursuant to the "Town of Leesburg Personnel Procedures Manual" Section
15.4 D and E. entitled "Reduction in Force" which provides, in pertinent part, that reductions
may be taken in personnel, by elimination of positions and /or elimination of programs.
WHEREAS, because Town Council recognizes the hardship that the above may cause,
the Town Manager recommends a severance package to be structured and defined as follows:
1. Three months salary;
2. Three month contribution towards health insurance premium;
3. Payout of all accrued annual leave, 25 percent of accrued sick leave and
all accrued comp time.
NOW THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia
A RESOLUTION: AUTHORIZING THE TOWN MANAGER TO IMPLEMENT A
REDUCTION IN FORCE POLICY

1. The Town Manager is authorized and directed to do all things necessary and
proper to implement a reduction in force and eliminate certain positions and
programs as described above.
2. This Resolution shall be effective immediately upon passage.
