HomeMy Public PortalAboutCommunity Preservation Committee -- 2009-01-28 MinutesDate approved 02-11-09 Vote 6-0-1 TOWN OF BREWSTER COMMUNITY PRESERVATION COMMITTEE Meeting Minutes January 28, 2009 Co-Chairman Paul Hush called the meeting to order at 4:30 PM. Members present were; Jeanne Boehm, Roy Robinson, Elizabeth Taylor, Roland Bassett Jr. and Paul Ruchinskas. Members missing: Michael Lach and Elliott Carr. Others Present: Ellen St. Sure, Wendy Allegrone, Charles Sumner, Jillian Douglass, Lisa Souve, Peter Johnson and Lisa Gerrish. 1) Review current applications for CPA funding a) Crosby Mansion- $125,000.00 request • 2 general questions-plans for the future and if CPC approves $125,000 how will they raise the balance • Original proposal on porch was 3 parts; pillar replacement, arches, capital replacements. Now do not need to do the capitals. Crosby Mansion Committee will do the work on the porch themselves. • According to Jillian Douglass; a 25 year lease was signed with the State in 2002. The Town receives monies from rentals and functions. They will add a septic system in the future. This will not be financed through this plan (cost about $250,000. to be financed through grants). The work plan through 2010 is almost complete. Lisa Souve stated that possible a bond will be needed for major renovations. Monies coming in are for renovations. Lisa presented a list of history for 3 years renovations and expenses. Jillian indicated that the application is for structural urgent repairs. • Paul Hush asked how the Crosby Mansion ranked with Historic Society. • Ellen St.Sure-letter to CPC- top priority. • Elizabeth Taylor asked how much will the porch actually cost. We need this figure for the Warrant article. • Jillian Douglass-difficult to give that figure as their will be a donation of labor and materials. • Jeanne Boehm asked if there was a way estimate the total cost of the porch. • Charles Sumner said that could be done Motion by Roland Bassett Jr to approve the Crosby Mansion application for $125,000.00. Second by Roy Robinson. VOTE: 6-0-0 b) Recreation Department Tennis Courts- $250,000.00 request • Opinion from Town Counsel as to what can be funded by CPA for Recreation was very helpful. This project can be done according to this opinion. • Wendy Allegrone explained the "quick start" court concept. The area will also contain regulation size courts. This will be a model program /demonstration site for USTA. A CPC Minutes 01-28-09 $50,000.00 facilities grant has been applied for through USTA and other grants have been explored. The Town will approach TM for a portion. • Paul Hush noted this is a very large amount for one project. • Roland Bassett Jr. noted Recreation as only asked for one $25,000.00 project since the inception of this act. Both Roy and Elizabeth agree with Rollie. • Wendy noted this area will draw seasonal as well as year round residents. • Charles Sumner- this will be a partnership with the Town and CPA as this project will cost over $500,000.00 upon completion. The actual construction must go out to bid and the Town will not sign a contact until the funding is in place. Motion by Roy Robinson to approve up to $250,000.00 for the Recreation Department application pending further funding. Second by Roland Bassett Jr. VOTE: 6-0-0. c) Brewster Cemetery Commission- $12,000.00 request • This request has two parts; $5.000.00 repair and $7,000.00 restoration. • Part 2 includes the commission of a 4x7x4.5 bronze display to be placed at the cemetery site for public display. Motion by Roland Bassett Jr. to approve $5,000.00 for first half of request for Cemetery Project. Second by Jeanne Boehm. VOTE: 6-0-0. Discussion of partial contribution/funding by applicants; • E. Taylor- "in kind contribution" for total value • P. Johnson- not 100% requirement ,many circumstances when no further contributions have been made. This needs to be re-visited, not entirely consistent. • E. Taylor- shows commitment 2) Discuss 7anuary 13, 2009 town counsel opinion about allowable recreation projects under the CPA. Much clearer. 3) Review first draft (if available) of CPC proposal language and numbers for the May town meeting warrant deferred 4) Report from Stuart Saginor of the Community Preservation Organization about pending legislation to increase state-match funding for the CPA Submitting new bill to increase state match. 5) Review status of Brewster Housing Plan Paul Ruchinskas will review with Sue Leven, Town Planner, the Planning Board and Community Preservation. Met with Board of Selectmen-under advisement. 6) Distribute memoranda about a) past list of approved Brewster CPC funding AND b) from Ellen St Sure about historic building priorities. a) deferred. b) Letter from Ellen distributed to Committee 7) Discuss any other business CPC Minutes 01-28-09 - 2 - Elizabeth Taylor- attended meeting involving CPA funding for Agricultural activities such as Community Gardens Paul Ruchinskas has draft contract for BHA Lisa Gerrish- Land for Tennis Courts Town property or School Committee? It had been determined by the Selectmen to belong to the Town. Motion to adjourn by Rolland Bassett Jr. Second by Roy Robinson VOTE 6-0-0.
