TO PROVIDE FOR RENEWAL OF THE CABLE TELEVISION
FRANCHISE AGREEMENT HELD BY COMCAST OF CALIFORNIA/
MARYLAND/ PENNSYLVANIA/ VIRGINIA /WEST VIRGINIA, LLC
"COMCAST" OR "THE FRANCHISEE FOR A PERIOD OF FIFTEEN
(15) YEARS TO TERMINATE FEBRUARY 1, 2026; TO PROVIDE FOR
A FIBER USE AGREEMENT BETWEEN COMCAST OF
CALIFORNIA/MARYLAND PENNSYLVANIA/ VIRGINIA/WEST
VIRGINIA, LLC "COMCAST" OR "THE FRANCHISEE AND THE
TOWN OF LEESBURG FOR A PERIOD OF FIFTEEN (15) YEARS, TO
TERMINATE FEBRUARY 1, 2026.
WHEREAS, the Town of Leesburg, Virginia and Comcast are parties to a cable television
franchise agreement formerly held by Adelphia Communications Corporation (successor
corporation "Comcast dated October 30, 2000; and
WHEREAS, the franchise agreement expired on October 7, 2010; and the temporary
extension expires on February 1, 2011; and
WHEREAS, the Town and Comcast have reached an agreement concerning the renewal of
the franchise agreement; and
WHEREAS, the Town and Comcast have reached an agreement concerning the use and
maintenance of the I -Net which is incorporated into a separate Fiber Use Agreement; and
WHEREAS, the Town and Comcast wish to enter into both agreements for a term of fifteen
(15) years with both the Franchise and the Fiber Use Agreements to terminate February 1, 2026;
WHEREAS, the Town and Comcast both desire to reserve their respective rights under state
and federal law, including, without limitation, 47 U.S.C. §546.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia that
1. That the term of the Franchise Agreement is hereby renewed until February 1, 2026;

VIRGINIA, LLC "COMCAST" OR "THE FRANCHISEE AND THE
TOWN OF LEESBURG FOR A PERIOD OF FIFTEEN (15) YEARS, TO
TERMINATE FEBRUARY 1, 2026.
and
2. That the Fiber Use Agreement is hereby agreed to until February 1, 2026; and
3. That this Resolution shall be effective immediately upon passage.
