Members present were; Jeanne Boehm, Roy Robinson, Elizabeth Taylor, Roland Bassett Jr., Paul Ruchinskas, Paul Hush and Michael Lach. Others Present: Jillian Douglass, Lisa Souve, Peter Johnson and Elbert Ulshoeffer 1. A_ pproval of Minutes of January 28 2009 Motion by Roland Bassett Jr. to approve minutes as presented Second by Paul Hush VOTE 6-0-0-1 2. Review of Financials with Lisa Souve • Balance sheets given to membership • Discussion followed concerning amounts in each "bucket" • Assuming 35% match rate at this time. This will be finalized at the State meeting in May. • Several suggestions were made to deduct "committed" items from the balances, and to add a category for the extra "bucket 'that covers carryover balances in the 30% category. Lisa promised to revise the financials to reflect these items. 3. Review of Proposed Land Acauisition, Article #33 (Skyline Property) • This has been a priority properly • $15,000. to cover administrative costs, to be reimbursed when grant received from the State. • Total $675,000.00; $352,000 (State land Grant). $300,000. (Brewster Conservation Trust), $15,000. (Dennis Conservation Trust), $100,000. (request from Brewster CPC). Motion by Roland Bassett Jr. to approve $100,000.00 for the purchase of the Skyline Property as presented by Open Space Committee. Second by Roy Robinson. VOTE: 7-0-1. 4. Anv business to come before this Committee • Jillian Douglass represented Housing Partnership. A lengthy discussion regarding possible change of the $300,000 (already approved) from the Buydown fund to be used for home ownership for households up to 100% of median income. • Housing Buydown is not for land acquisition. • Elbert Ulshoeffer notes the Town Meeting voted the $300,000. for affordable housing, which by law is 80% mean income or less. Once voted, that is the end. • Jillian stated that the Partnership would be submitting a new application for land acquisition funds. • Further discussion among various committee members about the definition of "affordable housing". The consensus was that the article about the $300,000 fund in the November 2008 CPC Minutes 01-28-09 -1- town meeting as submitted by the Brewster Housing Partnership and as written and approved by the town in the warrant was that "affordable' was meant to be the traditional definition , ie. 80% of average income. And that we need to operate this fund as such UNLESS we wish to go back to town meeting to get the definition changed to the CPA maximum (for Community Housing) of 100%. It was decided not to propose such a change at this time, but to carry on with the 80% definition for now. If experience shows that we should broaden this later on, we could go back to town meeting at a later date.
