Members present were; Jeanne Boehm, Elliott Carr, Elizabeth Taylor, Roland Bassett Jr., Paul Ruchinskas, Michael Lach and Paul Hush 1. Approval of Minutes of February 25 2009 Motion by Roland Bassett Jr. to approve minutes as revised Second by Jeanne Boehm VOTE: 5-0-2 Discussion as to what benefits of joining Community Preservation Coalition. Answer questions/technical information Keep track of all projects in member towns Keep an eye on legislative bills designed to stop or take CPC monies Working to increase fees of state match/to 75% instead of 35% They are only partially funded by membership; grants and foundations as well as non profit partners. 2. Review status of CPC articles on May Town Meeting Warrant and meetings with Selectmen and Fin Com. Elliott, Elizabeth and Paul Hush attended Selectmen Approved all, no serious problems Fin Com not done with Open Space- Elizabeth is ready when they require information. There is an "unknown"- Tennis Courts ($250,000)- applied for several grants (more that $350,000). If grants are not approved by TM it will come under Capital Budget. The Town wants to break ground in July. 5. Other Business Housing Buydown Program- Applicant appeared to ask for $20,000. for housing deposit. Approved through Cape Cod Five, house has been inspected, $270,000 sale price. Property at 84 Quason's Way Closing on April 19tH Jillian will be receive all proper documentation and send us copies. Represented by Attorney George Cavanaugh. Discussion of Procedure for Buydown; Housing partnership through Jillian, Discussion with CPC then final approval. No specific procedures are in place. There should be packets CPC Minutes 03-11-09 _ 1 _ available in the Selectman's office as to the process and procedure. Set-up a procedure; 1) Jillian-discussion/documentation 2) present application and applicant to CPC 3) final approval. MOTION made by Elizabeth Taylor to approve $20,000. for the Housing Buydown to Susan Gay. Subject to details presented to Jillian Douglass and Housing Sub-committee (Paul Ruchinskas) to be sure it meets housing requirements. Second by Roland Bassett Jr. VOTE 6-0-1. 3) Report on and discuss Feb 26 meeting with Community Preservation Coalition 140 towns are part of CPC. Partners with 3 other groups. All financed with $20 Real Estate Transfer tax at Registry of Deeds. Proposing increase the fee to $39. Real Estate industry is against this. To date the CPC funds have supported the following; 10,000 acres through Open Space, 1300 Historic projects, 500 Recreation projects and 2300 Housing efforts. 4) "Project Funding Guidelines" MOTION made by Jeanne Boehm to amend Paragraph 1 from ~~should" to °shall" in 2 places. Second by Michael Lach. VOTE: 7-0-0. MOTION made by Elizabeth Taylor to approve Project Funding_Guidelines as stated and revised.
