COMMUNITY PRESERVATION COMMITTEE
Meeting Minutes
April 8, 2009
Chairman Paul Hush called the meeting to order at 4:30 PM.
Members present were; Jeanne Boehm, Elliott Carr, Roy Robinson, Elizabeth Taylor,
Roland Bassett Jr., Paul Ruchinskas, and Paul Hush .
Member missing: Michael Lach.
Others Present: Jillian Douglass, Charles Sumner, Jackie Corchesne, John Juhl and
Elbert Ulshoeffer
1) Approval of Minutes of March 11, 2009
Motion by Elliot Carr to approve minutes as presented
Second by Roland Bassett Jr.
VOTE 7-0-0
2) Update on Housing Plan Revisions with Sue Leven-- Paul Ruchinskas
Final draft stage is ready
Bring to Planning Board for approval
Back to Selectmen
3) Discuss future procedures for handling buy-down housing applications- Jill Douglass
and Paul Ruchinskas
Future procedures; a meeting with banks (explain program), understand
parameters, local banks as partners and intent to advertise this program.
Jill described the Housing Partnership's plan to implement the program: provide
written procedures
The LHP would have a maximum grant of $20,000 (in exchange for a deed
restriction), and it was not critically important that units created under the buy-
down program qualify to "count" toward the Town's 10% affordable housing goal.
MOTION made by Elliott Carr and seconded by Roland Bassett Jr. for the CPC to allow
the Partnership's plan for the program. VOTE: 6-1-0

4) Housing Authorit,Xdiscussion of affordable housing proposal
Jackie Courchesne and John Juhl presented information regarding 50 units, ~~
family housing project. One and two bedroom units; seniors, empty nesters ,
small families and some workforce housing. Site plan is 5.8 acres with access off
Brewster Road.
Concerns; density, screening, shielding for lightening, sidewalks and parking and
open space.
Project summery; 75 % affordable need for mix of rental housing
Tentative development schedule; friendly 40B
Source of funding; CPC- 1 million (Housing Authority makes application)
Pre-development funding
$100,000 per year for housing component
$300,000 in CPA reserve fund
Can always bond this project.
Housing partnership supports this project. Important to the Town of Brewster.
5) Update on Latham and Cape Rep reimbursement status- Paul Ruchinskas and Paul
Hush
6) Review of project application form and_procedures for next round of applications--
