TO INITIATE AMENDMENTS TO THE DESIGN AND
CONSTRUCTION STANDARDS MANUAL, THE SUBDIVISION AND
LAND DEVELOPMENT REGULATIONS, THE ZONING ORDINANCE
AND THE OFFICIAL ZONING MAP, AND UPDATES TO MASTER
PLANS TO IMPLEMENT THE CRESCENT FORM -BASED ZONING
DISTRICT, AND TO CONSIDER THE ENTIRE CRESCENT DISTRICT
MASTER PLAN AREA FOR INCLUSION IN THE CRESCENT FORM
BASED ZONING DISTRICT
WHEREAS, on February 23, 2011 the Town Council amended the Leesburg Zoning
Ordinance to establish the Crescent Form -Based Zoning District with an effective date no later than
March 1, 2012; and
WHEREAS, in order to fully implement the provisions of the Crescent Form -Based Zoning
District, appropriate amendments must be made to the Design and Construction Standards Manual
(DCSM), the Subdivision and Land Development Regulations (SLDR) and the Zoning Ordinance;
WHEREAS, in order to fully implement the provisions of the Crescent Form -Based Zoning
District, appropriate amendments must be made to the H -1, Old and Historic Overlay District and
the H -2, Historic Corridor Architectural Control Overlay District, both on the Official Zoning Map
and in the Zoning Ordinance; and
WHEREAS, in order to fully implement the provisions of the Crescent Form -Based Zoning
District, appropriate updates to long -range planning documents must be made, including utilities,
stormwater management, and transportation; and
WHEREAS, the Crescent District Master Plan adopted on June 27, 2006 designates
additional areas worthy of consideration for inclusion in the Crescent Form -Based District; and
WHEREAS, the public necessity, convenience, general welfare and good zoning practice

require consideration of the proposed amendments and updates.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia that:
SECTION I. Amendments to the Design and Construction Standards Manual, the
Subdivision and Land Development Regulations and the Zoning Ordinance are hereby initiated and
referred to the Planning Commission to achieve consistency with the provisions of Zoning
Ordinance Section 7.10 Crescent Form -Based Zoning District.
SECTION II. Amendments to the H -1, Old and Historic Overlay District and the H -2,
Historic Corridor Architectural Control Overlay District, both on the Official Zoning Map and in
the Zoning Ordinance are hereby initiated and referred to the Planning Commission to achieve
consistency with the provisions of Zoning Ordinance Section 7.10 Crescent Form -Based Zoning
District.
SECTION III. Updates to the Water and Sewer Master Plan, the Stormwater Management
Master Plan and the Transportation Plan are hereby authorized to achieve consistency with the
provisions of the Crescent District Master Plan and Zoning Ordinance Section 7.10 Crescent Form
Based Zoning District.
SECTION IV. The amendments to the Design and Construction Standards Manual, the
Subdivision and Land Development Regulations, the Zoning Ordinance and the Official Zoning
Map and the updates to the appropriate master plans shall be adopted and/or completed prior to the
effective date of the Crescent Form -Based District.
SECTION V. The Planning Commission shall hold a public hearing to consider these

DISTRICT, AND TO CONSIDER THE ENTIRE CRESCENT DISTRICT
MASTER PLAN AREA FOR INCLUSION IN THE CRESCENT FORM
BASED ZONING DISTRICT
amendments to the Design and Construction Standards Manual, the Subdivision and Land
Development Regulations, the Zoning Ordinance and the Official Zoning Map and report its
recommendation to the Town Council pursuant to Chapter 22, Title 15.2 -2204 of the 1950 Code of
Virginia, as amended.
SECTION VI. Amendments to the Official Zoning Map and the Zoning Ordinance are
hereby initiated and referred to the Planning Commission to consider extending the Crescent Form
Based District to the boundaries as proposed by the Crescent District Master Plan adopted on June
27, 2006. The Planning Commission shall make a recommendation to the Town Council regarding
this specific area and no smaller area. The Planning Commission shall hold a public hearing to
consider these amendments to the Official Zoning Map and the Zoning Ordinance, and report its
recommendation to the Town Council pursuant to Chapter 22, Title 15.2 -2204 of the 1950 Code of
Virginia, as amended.
