Members present were; Jeanne Boehm, Roy Robinson, Elizabeth Taylor, Paul Ruchinskas, Elliot Carr, Roland Bassett Jr. and Paul Hush Others Present: Janine Perry, Peter Johnson, Jon Juhl and Jackie Courchesne 1. Approval of Minutes of Jly 22, 2009 Motion by Roy Robinson to approve minutes as presented Second by Roland Bassett Jr. VOTE 7-0-0 2) Review Brewster Woods Application, presented by Jon Juhl and Jackie Corchesne • In General- Mr. Juhl spoke in general regarding the application to CPC for financial request would show strong community support of this project to the state. State funding would occur within the winter (February) timeframe. The CPC monies would be used both for up front development costs; site design, consultants, 40B process etc, and for construction costs. Brewster Woods has applied for various funding sources and investors. The application stands as it was originally presented. CPC will probably not present an application to Town Meeting in October, • Questions from CPC members were submitted to Mr. Juhl and Ms. Corchesne prior to this meeting. Brewster Housing Authority submitted their responses. An extensive discussion followed regarding several factors; the original request of 1 million dollars vs. $300,000. as too risky if the project is not completed, design of the project-are we fulfilling Brewster's needs, work force housing, CPC matching funds have gone from 100% to 30% ±, Bonding of this project, changing the number of units, Town Meeting opposition to the change to family housing was intense, and stimulus funding availability. • While CPC members were generally supportive of the project, the CPC will probably not present this until the May Town Meeting as things progress. MOTION by Roy Robinson to take NO ACTION on this project today and aim for May Town Meeting. Second by Elliot Carr. VOTE: 5-2-0. CPC Minutes 08-26-09 _ 1 Further questions by the CPC included; infrastructure costs, Title V (Bioclear or Fast System), and pond issues. 3) Other Business- Cape Rep progress report Janine Perry presented the Committee with a report as requested. $50,000 has been paid to date, another $50,000, is requested today with the proper documentation. Cape Rep as raised the $300,000 in matching funds required by the CPC in part through the"219 Challenge". They are very pleased with the project and community and Arts support. These funds are from the 30% fund. 4) Review Open Space applications $675,000. request The Bates Property is a land purchase at the far end of the Punkhorn in the SE corner of Brewster. Originally Conservation Restrictions, close to well #6, important to habitat, marine re-charge for Herring Run and water protection. The funds from CPC will be contingent upon $500,000 from State Land Grant. MOTION by Roland Bassett Jr. to approve $675,000. for Open Space purchase of the Bates property contingent upon $500,000 State Land Grant.
