A RESOLUTION: INITIATING AMENDMENTS TO THE LEESBURG ZONING
ORDINANCE TO UPDATE HEIGHT STANDARDS IN THE B-
1 COMMUNITY (DOWNTOWN) BUSINESS ZONING
DISTRICT
WHEREAS, the Town regulates height of buildings in the B -1 Community
(Downtown) Business District through Articles 6 "Nonresidential Districts and Article
10 "Density /Intensity Dimensional Standards) of the Leesburg Zoning Ordinance to
protect the health, safety, and welfare of its citizens; and
WHEREAS, the Board of Architectural Review through the Old and Historic
District Design Guidelines reviews the height, width, scale, and directional expression,
along with consistency in materials, colors, and fenestration patterns to create a
consistency within the Old and Historic District which defines the character of the
district; and
WHEREAS, Town Council supports increased economic development
opportunities in the B- 1Community (Downtown) Business District/Old and Historic
Overlay District; and
WHEREAS, the Town seeks to protect the character of the Old and Historic
District and maintain the Towns small town atmosphere and does not encourage tear
down/demolition scenarios of historic or historically contributing structures within the B-
1 Community (Downtown) Business Zoning District; and
RESOLUTION: INITIATING AMENDMENTS TO THE LEESBURG ZONING
ORDINANCE TO UPDATE HEIGHT STANDARDS IN THE B -1
COMMUNITY (DOWNTOWN) BUSINESS ZONING DISTIRCT
WHEREAS, the public necessity, convenience, general welfare and good zoning
practice require the proposed amendments.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia
as follows:
SECTION I. Amendments to the Zoning Ordinance are hereby initiated and
referred to the Planning Commission to update height standards for buildings in the B -1
Community (Downtown) Business Zoning District and to update references and
definitions as may be needed to meet such standards.
SECTION II. The Planning Commission shall hold a public hearing to consider
these amendments to the Zoning Ordinance, and report its recommendation to the Town
Council pursuant to Chapter 22, Title 15.2 -2204 of the 1950 Code of Virginia, as
amended.
