INITIATING AN AMENDMENT TO THE LEESBURG
ZONING ORDINANCE TO PERMIT CARNIVAL, CIRCUS,
FESTIVAL, FAIR, DOG SHOW, HORSE SHOW, FIREWORKS
SHOW, TENT REVIVAL OR SIMILAR MEETINGS AS
TEMPORARY USES IN THE R -1 SINGLE- FAMILY
RESIDENTIAL ZONING DISTRICT
WHEREAS, the Town regulates Temporary Uses in Article 9 Section 9.5 of the
Leesburg Zoning Ordinance to protect the health, safety, and welfare of its citizens; and
WHEREAS, Section 9.5.2 Paragraph A does not list Carnival, Circus, Festival,
Fair, Dog Show, Horse Show, Fireworks Show, Tent Revival of Similar Meetings as a
permitted temporary use in residential zoning districts; and,
WHEREAS, Town Council supports increased economic development
opportunities throughout Town and strives to address market demands of the Town's
residents and business community; and
WHEREAS, the Town has been asked to consider the addition of a Festivals and
other commercial activities as a temporary use in the R -1 Single Family Residential
Zoning District (the R -1); and
WHEREAS, with the addition of specific use it may be possible to allow Festivals
and other commercial activities as a permitted temporary uses in the R -1 under Section
9.5.2.A of the Zoning Ordinance; and,
WHEREAS, the public necessity, convenience, general welfare and good zoning
practice require the proposed amendments.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia
as follows:

RESOLUTION: INITIATING AN AMENDMENT TO THE LEESBURG ZONING
ORDINANCE TO PERMIT CARNIVAL, CIRCUS, FESTIVAL,
FAIR, DOG SHOW, HORSE SHOW, FIREWORKS SHOW, TENT
REVIVAL OR SIMILAR MEETINGS AS TEMPORARY USES IN
THE R -1 SINGLE FAMILY RESIDENTIAL ZONING DISTRICT
SECTION I. Amendments to the Zoning Ordinance are hereby initiated and
referred to the Planning Commission to consider the addition of Carnival, Circus,
Festival, Fair, Dog Show, Horse Show, Fireworks Show, Tent Revival of Similar
Meetings, by right with minimum use standard regulations to be determined, as a
temporary use in the R -1 Single Family Residential Zoning District, and to update
references and definitions as may be needed to meet such standards.
SECTION II. The Planning Commission shall hold a public hearing to consider
these amendments to the Zoning Ordinance, and report its recommendation to the Town
Council pursuant to Chapter 22, Title 15.2 -2204 of the 1950 Code of Virginia, as
amended.
