RESOLUTION NO. 2011 -030 ADOPTED March 8, 2011
A RESOLUTION: AUTHORIZING THE TOWN MANAGER TO EXECUTE A LETTER OF
INTENT AND LEASE TO LEASE ADDITIONAL SPACE(S) FOR THE
GEORGE MASON ENTERPRISE CENTER
WHEREAS, in January of 2008, the Leesburg Economic Development Commission voted to
move forward with an incubator study in conjunction with George Mason University; and
WHEREAS, on October 27, 2009, the Town Council of Leesburg, Virginia resolved that a
Phase I Memorandum of Understanding with the George Mason University School of Public
Policy's Mason Enterprise Center regarding evaluating proposals and providing a recommendation
for a Mason Enterprise Center model in Leesburg be approved; and
WHEREAS, throughout late 2009 and early 2010, thirteen (13) Expressions of Interest were
forwarded to the Town by property owners to house the incubator; and
WHEREAS, a team of evaluators reviewed these Expressions of Interest and based upon 14
requirements of the Town, Loudoun County, and George Mason University, a main location was
selected at property located at 202 Church St., SE, Leesburg, Virginia, and owned by Virginia
Heritage Properties; and
WHEREAS, construction of a building to house the incubator is being built on the property,
but until the building is ready for occupancy, the team recommended leasing space owned by Fianna
Investments, LLC and located at 15 North King St., Leesburg, Virginia.
WHEREAS, on September 20, 2010, the Town and the owner of 202 Church Street entered
into an agreement giving the Town the right of first refusal for leasing additional floor space in the
incubator; and
A RESOLUTION: AUTHORIZING THE TOWN MANAGER TO EXECUTE
A LETTER OF INTENT AND LEASE TO LEASE ADDITIONAL
SPACE(S) FOR THE GEORGE MASON ENTERPRISE CENTER
WHEREAS, the Town now desires to enter into an agreement to lease said additional space.
THEREFORE, RESOLVED by the Town Council of the Town of Leesburg, Virginia that the
Town Manager is authorized to enter into a Letter of Intent to Lease Additional Space at 202 Church
Street, SE, and 15 N. King St., Leesburg, Virginia, and is further authorized to negotiate and execute
a Lease(s) on behalf of the Town to contain the George Mason Enterprise Center at these properties,
said lease(s) to be executed no later than 45 days from the date of this resolution.
