COMMUNITY PRESERVATION COMMITTEE
Meeting Minutes
November 18, 2009
Chairman Paul Hush called the meeting to order at 4:32 PM.
Members present were: Elliott Carr, Elizabeth Taylor, Jeanne Boehm, Paul Ruchinskns, Paul Hush, and Roland
Bassett Jr.,
Others in attendance: Peter Johnson, Lisn Souve
1. Approval of Minutes of October 14 2009
Motion by Paul Ruchinskns to approve minutes as presented/corrected
Second by Jeanne Boehm
VOTE: 4-0-1
2. Review of CPC Financials -Lisa Souve (Town Accountant)
Presented financial breakdown
Original estimate 32% reimbursement for 2010 but with supplemental could be 41%- ending June 30,
2010
Discussion regarding allocation of funds- $278,000 from state
Request ACTUAL figures placed on the financial spreadsheet
Surplus funds come the following year/make-up in the spring, any state match received that exceeded
projected amount must be allocated at spring special TM; otherwise funds stay in fourth "bucket" for
30% uses."
Each spending MUST be approved nt TM
50-10-10-30/ Administration voted when bill went through/allocating vote at each TM
Goes into revenue account
Debt service (operating budget) allocated each year. Operational budget includes debt services.
CPC will discuss and vote in the future about the appropriate % of state match to budget for the
following year's allocation recommendations at spring TM.

Administrative Funds includes;
Secretary, Land survey and appraisals, TC opinion, "Compact" and grant writing comes out of CPC funds-
Lnst 3 items CPC had no idea were coming from our monies.
Switch from Open Space to CPC. Discussion regarding ever voting on this.
Selectmen authorized this spending without CPC vote or CPC knowing about it.
Voted nt Open Space and not with CPC.
Bills come in that Elizabeth has never seen.

Further discussion for po/icyfor spending funds-Town Administration, Lisa, and CPA.
Paul Hush, Elizabeth Taylor and Lisn Souve authorized to go to Charlie Sumner t
issue (Matthews's property and Secretary payroll). What has been spent to date?
Items already approved sent to subcommittee/approval/paid by Lisa Souve
TM only way to get more monies in that fund.
Paul Hush will report back for Dec. 9 meeting after group talks to Charlie Sumner.
Appraisal discussion-not voted on officially-must be re evaluated
The assumption is that they were OK'd by CPC for Lisa Souve to pay.
We will try to clean it up, new system for the future.
3. CPC Project Signs -Marilyn Mooers
Open for discussion, redo the wording

MOTION by Paul Ruchinskns to change sign wording to the following; this project supported with Town
of Brewster Community Preservation Act funds.
Second: Elizabeth Taylor
VOTE: 4-1-1
Cnn not order at this time; if funds become available they can be ordered
MOTION by Paul Ruchinskns to authorize sign purchase when monies become available in Administrative
Fund.
Second by Roland Bassett Jr.
VOTE: 6-0-0
Temporary/Permanent signs- Jeanne Boehm will talk to Victor
Permanent signs- Jeanne Boehm stated "less is best" for Open Space projects
Why not CPC mentioned on Skyline Property sign?
Put CPC under Town of Brewster for future properties
Jeanne Boehm will talk to Chris Miller about future signs
4. New Applications for May Town Meeting
Matthew's property
Natural Resources (Chris Miller) preliminary letter-trails????
Discuss Buy down monies-rescind vote
Housing coordinator?
5. Update on Brewster Woods Latham School and Bates Project
Brewster Woods- Housing Authority to issue RFP for developer to develop the project. Possible
funding request for fall 2010 TM.

Latham- Housing Authority about to submit project eligibility letter to the state; needed to start
comprehensive permit process.
Latham-close to send to State for project eligibility letter-move ahead-not for May TM/Fall at the
earliest
Bates property- in progress
b. Other Business
Paul Ruchinskas expressed concern about presentation nt TM: condition attached to CPC funding not
explained and no correction of claim that CPC would fund all of Punkhorn acquisition if state grant not
received. Should circulate TM warrant language for review ahead of time.
Committee did not follow through with misconceptions.
Committees vote was not listed.
