HomeMy Public PortalAboutCommunity Preservation Committee -- 2009-12-09 MinutesDate approved 01-13-10 Vote 6-0-0 Town of Brewster COMMUNITY PRESERVATION COMMITTEE Meeting Minutes December 9, 2009 Chairman Paul Hush called the meeting to order at 4:34 P.M. Members present were: Elliott Carr, Jeanne Boehm, Roy Robinson, Paul Hush, Elizabeth Taylor, Pnul Ruchinskas, and Roland Bassett Jr. 1. Approval of Minutes of November 18, 2009 Motion by Roland Bassett Jr. to approve minutes as corrected Second by Elliott Carr VOTE: 6-0-0 2. Discussion about depleted Administrative account Proposed solutions for the future; Almost all monies hove gone to Open Space; legal fees, appraisals, and consultants All bills were seen (except legal) and signed by ET before going to Lisa Souve In the future each category will hove 2 parts; 1) actual payments for project and 2) expenses for that project such as appraisals, grant writing etc. This was proposed by Lisn Souve and approved by Charles Sumner Legal Bills must be presented to CPC. Mark Robinson bills must be seen and take a closer look If a purchase does not go through it will still come out of the 2"d port of the project Some members are not sure CPC should pay this expense if not completed Suggestion-Some type of safety gap for paying these bills-should come before the Committee ns a "Treasurers" Report. Possible a second signature then report back to CPC Monthly report should be generated Lisa Souve will be requested to a-mail monthly report to Elizabeth/Marilyn Solutions; When property applications are brought to CPC there should be a break down of estimate for appraisal, Mark Robinson, etc. as well as land purchase. Nothing to be out taken out or paid without checking and signed by ET At each meeting; a listing of all bills for CPC approval/review/vote Lisa Souve has agreed to send monthly report to CPC, it has been sent to Liana in the past Funds should not be taken out of CPC funds until CPC become involved. Need to pin down these details. Some system for an earlier tipoff ns to expenses must be devised. Paul H reported that Charlie reclassified some prior admin expenses so that about $1,200 remains in admin account and that amount should be enough to cover recording clerk's time for the remainder of the fiscal year. MOTION: by Elliot Carr to set up, as planned, administrative accounts and budgets that will cover the 3 working areas for distributing monies and expenditures needing CPC approval. Notify all appropriate town committees that we would like to be notified earlier as to expenses to come from CPC. CPC Minutes 12-09-09 Page 1 of 2 Roland Bassett Jr. second VOTE 7-0-0 May not be the last time to visit this issue but it is a huge step forward. 3. New Applications for May Town Meeting Mathews Property should come in for next meeting Possible-Chris Miller, Natural Resources may be through Recreation or Open Space. Jeanne Boehm will talk to Chris Miller and Victor Staley. 4. Discuss status of Buy Down Fund $300,000; Are we ever having anything? Need promotion of buy down program-PR needed Deed restricted-state definition of affordable, Encourage Jill to see if there is interest in this program. FYI-Discussion of Wellfleet program for affordable housing-suggest if done in Brewster it should be administered through the Town Planner 5. Update on CPC Signs No funding available, wait until refunded Jeanne spoke to Mark Robinson and Chris Miller about adding CPC to project signs that were purchased with CPC funding , This can be done going forward. Other Business • HOUSING Plan-sent out • a brief discussion concerning better communication to committee members regarding upcoming projects.
