RESOLUTION NO. 2011-033 ADOPTED March 22, 2011
A RESOLUTION: AWARDING KENNETH B. ROLLINS WATER TREATMENT PLANT
FILTER #3 REHABILITATION CONSTRUCTION CONTRACT
WHEREAS, the Filter #3 Rehabilitation is a funded maintenance project; and
WHEREAS, in response to a public solicitation for construction bids due on February 28,
2011, the Town received four bids as follows:
Manolis Painting $90,227.50
Jefferson Asphalt Products Company $167,875.00
EMH Environmental, Inc. $135,400.00
Norair Engineering Corp. $139,200.00
WHEREAS, the bids were evaluated by the Acting Director of the Department of Utilities
and the Chief Purchasing Officer in accordance with the Town's Purchasing Policy; and
WHEREAS, EMH Environmental, Inc. was determined to be the lowest responsive and
responsible bidder as the bid from Manolis Painting lacked the required bid bond and therefore was
rejected as non responsive; and
WHEREAS, sufficient funding is available to award this contract.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute a contract, in a form approved by the Town Attorney, with
EMH Environmental Inc., in the amount of $135,400.00 for the rehabilitation of Filter #3.
