A RESOLUTION: REQUESTING CHANGES TO THE CURRENTLY PROPOSED
LOUDOUN COUNTY GOVERNMENT SERVICES SUPPORT
CENTER MASTER PLAN
WHEREAS, the County of Loudoun has contracted with a company to design a
new juvenile detention center on county -owned land within 400 feet of the Kincaid
Forest and Tavistock Farms Communities as part of a Loudoun County Government
Services Support Center; and
WHEREAS, the County of Loudoun has indicated to the Leesburg Town Council
and to neighboring Leesburg residential communities during meetings on Feb. 22, March
1 and March 3, 2011, that construction of this center is scheduled to be completed in the
year 2013; and
WHEREAS, the construction of this center will require the taxpayers of Loudoun
County to spend up to $3 million to open up Kincaid Blvd. to the proposed juvenile
detention center site, including to accommodate construction traffic; and
WHEREAS, the construction of this center also may necessitate the construction
of Crosstrail Blvd. from the intersection of Shreve Mill Road and Sycolin Road, eastward
to Phillip A. Bolen Memorial Park, at a projected cost of at least $24 million; and
WHEREAS, Loudoun County staff has not yet conducted a traffic study to
determine whether the expenditure of such tax dollars (about $27 million) is feasible,
except to service traffic to Phillip A. Bolen Memorial Park (which opens this spring), and

WHEREAS, the costs involved and potential impacts to the Kincaid Forest and
Tavistock Farms communities could be serious, notwithstanding the other plans for
developing the County Government Center Site; and
WHEREAS, current plans could encourage motorists to use Kincaid Blvd. as their
preferred route between Sycolin Road and Battlefield Parkway; and
WHEREAS, Loudoun County has created a Steering Committee to review the
tract master plan and recommend adjustments and changes; and
WHEREAS, the Town Council seeks to protect home values, ensure safe traffic,
and minimize impacts to residents of Kincaid Forest, Tavistock Farms, and other
neighboring communities; and
WHEREAS, current plans call for Miller Drive to be constructed immediately
behind many Leesburg residences; and
WHEREAS, Phillip A. Bolen Memorial Park is currently accessed only through
Claudia Drive.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia,
the following:
1. That the Mayor and Council of Leesburg requests that the Loudoun County
Board of Supervisors relocate the proposed Juvenile Detention Center and three -story
office building to another location on their site, farther away from any Leesburg
residents.

2. That the Mayor and Town Council of Leesburg requests that the Loudoun
County Board of Supervisors delay, or eliminate, the extension of Kincaid Blvd.
southward until such time as Crosstrail Blvd. is completed from Sycolin Road to Russell
Branch Parkway.
3. That the Mayor and Town Council of Leesburg requests that the Loudoun
County Board of Supervisors direct County staff to use other access points than Kincaid
Blvd. for construction vehicles during any phase of the County Government Services
Support Center project(s).
4. That the Mayor and Town Council of Leesburg requests that the Loudoun
County Board of Supervisors authorize immediate design and construction of at least two
(2) lanes of Crosstrail Blvd. from Sycolin Road eastward to Phillip A. Bolen Memorial
Park.
5. That the Mayor and Town Council of Leesburg requests the Loudoun County
Board of Supervisors not construct Miller Drive east of Sycolin Road as part of this
project.
6. That the Mayor and Town Council of Leesburg requests that the Loudoun
County Board of Supervisors include screening and buffering between the County
Government Services Support Center and Leesburg residential communities as an area of
discussion for the Steering Committee.
7. That the Mayor and Town Council of Leesburg requests that the Loudoun
County Board of Supervisors provide the Town Council and neighboring Leesburg

residential communities with regular updates on the construction of any roads or
buildings related to the County Government Services Support Center.
8. That the Mayor and Town Council of Leesburg requests that the Loudoun
County Board of Supervisors provide a referral to the Town of Leesburg for any Special
Exception or related applications for the County Government Services Support Center.
