The regular meeting of the Council of the.Town of Yarrow Point was held on February 16,
1971 at the Town office, 4705 91st Avenue N. E., at 8:00 P. M.
Those in attendance were Richard Sandaas, Mayor; Councilmen Robert Brett, Richard
Jamison, Minor Lile, Clark Phillips, Harvey Rhoades; Treasurer Roger Hamilton;
Assistant Engineer Alan Newbill, Chief Albert Anglin and Clerk Lorraine Diede.
The meeting was called to order by the Mayor.
Richard Sandaas commented on the presentation of a new form of agenda.
After discussion, a motion was made by Harvey Rhoades, seconded by Dr. Phillips and
passed unanimously that the minutes of the previous meeting be approved.
POLICE REPORT. Chief Anglin and the Mayor and Council reviewed the January 1971
police report.
Chief Anglin presented the year end re ort for 1970 to the Mayor and Council.
Richard Sandaas expressed to Chief Anglin the Town's feeling.of encouragement because
of the excellent job done by the Medina Police Department in our Town.
Chief Anglin mentioned that it was not possible with the police work load to take
the census for the Town of Yarrow Point. —There was a short discussion and it was determined
that -a decision will be reached as to how this will be handled within the next two weeks.
Mention was made of a.drug seminar to be held on March 9th at 7:30 P. M. at the St.
Thomas Great Hall in Medina by the Medina Police Department.
REVISION OF ORDINANCE #70 PROPOSED. The Planning Commission presented proposed revisions
eletions and additions of OrUn—ance #70 - Zoning - to the Council. It was determined
that a committee would meet to review the proposed changes, with the Town Attorney. A
public hearing is tentatively planned for the next regular meeting of the council on
March 16th. . Proper publication will be made.
TREASURER'S REPORT - attached - presented by R. H. Hamilton.
REPORT ON DOG AND.CAT LICENSING. Mrs. Diede reported that as of February 1.6, 1971 61 dog
icenses @ M0 each anU 24 cat licenses @$2.50 each have been issued. The deadline for
applications is February 28, 1971. A reminder will be mailed to those residents who have not
made application.
PROPOSED ORDINANCE #162.ENTITLED-" An ordinance of the Town of Yarrow Point transferring
funds within iEe current expense fund, the park fund and the street fund at the end of
the 1970 budget year" was read to the council. After discussion, a motion was made by
Robert Brett, seconded by Minor Lile and passed unanimously that this ordinance be adopted.
A report was presented by Mrs. Diede that 4.additional.street UELts have been installed
by Puget Power as requested. TVA t�} 1 requested was not -placed because of objections
trom neighbors. This light was I �Fi� � inity of 95th and 44th.
ick Sandaas stated that Ross Kinney had approached him regarding the placement of another
limit on Points Drive west of where the one is located now. No decision was made at this

ENGINEER'S REPORT
Proused Ordinance #163 accepting the work as completed on the N. E. 42nd Street
grading and paving project by Select Contractors, INc., as approved by our Town
Engineer with 10% retainer withheld -for 30 days, was presented and discussed. Mr.
Newbill stated that the Conti -actor had graded around the man hole and .touched up
the driveways to their satisfaction. The dispute of yardage vs tonnage has been
settled to our Engineer's satisfaction also. There is a one-year guarantee period
starting tonight. There being no further discussion, a motion was made by Robert
Brett, seconded by Clark Phillips and passed unanimously that this proposed ordinance
be adopted on the basis of our Town Engineer's recommendation.
91st Avenue N. E. by the Town office. It was determined that no rock need--be_=adddd-,d
now that the blading has een,accomplished.
N. E. 38th Street. Mr. Newbill stated that he would follow.through to see that grading
and pla=* g-Af rock is accomplished on this street after the contractor who is
installing a swimming pool at 9207 N. E. 38th St. has completed his work.
95th Avenue N. E. Mr.Newbill commented that the ditch on the west side could be
cleaned out. Culverts could be unplugged. On the east side there is nothing.
Water that runs off on the east side forms a little rut along side the road. Several
driveways have little gulleys cut across them. A storm sewer system with grading
and paving is about the only solution. He recommended at this time that the street
maintenance man grade along the shoulder on the west side.
88th and Points Drive. It is plugged again. Clyde Hill has done some work on their
side. It was determined that we:ihave our street maintenance man see if he could grade
on 88th (blading and put .on some rock) .
Im xovements on Points Drive. Mr. Sandaas reported he had written a letter to both
e Mayor of Clyde Hill and the Mayor of Hunts Point in this regard. Jim Barton has
indicated that they wouldcooperate and Clyde Hill has also. Discussion has taken
place with G. T. Sparrow's office and the Urban Arterial Board will be contacted by
them. It is hopeful that this work can be accomplished next year. A storm sewer on
Points -Drive would correct the present drainage problem on 88th. Points Drive would
have an overlay, be widened and a retaining wall. The holes.existing now are mostly
on the Clyde Hill side. -They could be filled with cold mix.. Our Engineer will follow
through on this.
STREET SWEEPING BID. Only one bid was received. It was from Nate Pennachi Power
weeping. The price was $8.00 per gutter mile for arterial street sweeping and $9.50
per gutter mile for access street sweeping. There are a total of 1.89 arterial streets
and 2.48 access streets. After discussion, a motion was made that Ordinance #164
accepting this bid from Nate Pennachi on our Engineer's recommendation be accepted. The
motion was seconded and passed unanimously. Minor Lile made the motion to accept the
bid as stated above with the understanding the Town Engineer would determine the
frequency of sweeping of the access streets. Work is to start around the .1st of March.

TRAIL SYSTII44 - ICING COUNTY. Dick Sandaas stated that King County has requested the
Town y etter to approve the .location of the trails as they pass through our Town
(on state right of'way property). A map was presented with the letter showing the
location.of these paths. After discussion, a motion was made .by Minor file, seconded
by Richard Jamison and.passed unanimously that.requested approved of location be
acknczwledged. Mike Smith of the County Planning Department will be advised that the
Town has approved the trails as shown the the map.
BUOYS. -TOR ANCHORAGE IN YARROW BAY AND COZY COVF. This matter will be discussed in the
near Tuture.
PARK COMMITTEE. Richard Sandaas stated he hoped to -approach the park development with
new committees to be formed for different functions. Mrs. Diede was asked to inquire
into the manner in which the City of Medina works with their Park Board. .
A LETTER WAS RECEIVED FROM JAW PATON REGARDING LIFEGUARDING AT THE RQAD END OF N, E.
47TH Sr. She is leaving the Town o arrow oint as a. resident in the near future
and stated that she has.$225.00 to contribute to the Town.from monies received for
swimming lessons. This .letter will be acknowledged by Richard Sandaas and an expression
of thanks given to.Jane for her interest through the.past years with regard to the planned
activities at the road end.
CLYDE HILL (location of TIMES PAPER SHED) by Mobilc1Service Station was discussed briefly.
