HomeMy Public PortalAbout2011_05_10_R060 Downtown Parking PlanThe Town of Leesburg, Virginia PRESENTED: May 10, 2011 RESOLUTION NO. 2011 -060 ADOPTED: May 10, 2011 A RESOLUTION: AUTHORIZING THE TOWN MANAGER TO IMPLEMENT FREE PARKING IN METER ZONES ON HARRISON STREET S.E. BETWEEN SOUTH STREET S.E. TO DEPOT COURT S.E. AND ON ROYAL STREET S.E. AT LIBERTY STREET S.E. WHEREAS, the Leesburg Town Council recognizes the importance of the downtown business community and supports the individual business owners in their efforts to attract visitors and customers to shop and dine in the historic district; and WHEREAS, the Town Council is always looking for innovative ways to promote the unique shops and restaurants in the historic district; and WHEREAS, available, accessible parking helps to foster a more positive perception of the downtown as a shopping and dining destination; and WHEREAS, residents on Wirt Street have asked the Town to allow for expanded parking options on Wirt and Royal Street WHEREAS, Section 32 -173 of the Town Code establishes meter zones and parking time limits on Harrison Street between Royal Street and Depot Court for a 6 hour duration and for a 4 hour duration at the northern end of the Municipal Parking Lot located at the south end of Liberty Street at Royal Street; and WHEREAS, the existing 15 metered parking spaces on Harrison Street between 305 Harrison and Depot Court and the 11 metered parking spaces in the Municipal Parking Lot at the south end of Liberty Street are seldom used; and WHEREAS, free parking can be used to attract visitors and encourage them to stay longer, enjoying the many specialty shops and restaurants in the historic district; and A RESOLUTION: AUTHORIZING THE TOWN MANAGER TO IMPLEMENT FREE PARKING IN METER ZONES ON HARRISON STREET S.E. BETWEEN SOUTH STREET S.E. TO DEPOT COURT S.E. AND ON ROYAL STREET S.E. AT LIBERTY STREET S.E. WHEREAS, the Town Manager will designate these 26 metered parking spaces as free parking on a provisional basis. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. The Town Manager is directed to bag the 15 meters at the south end of Harrison Street and 11 meters at the south end of Liberty Street, making these free parking spaces within the time limits established in the Town Code. SECTION II. Town staff will monitor the usage for a duration as determined by the Town Manager and report back to Council with a recommendation. SECTION III. The Town Manager is directed to advertise a public input session to allow Saturday evening and Holiday parking on Wirt between West Market and Loudoun Street SW; and to examine the feasibility of adding a few parking spots at the bottom of Wirt Street in a grassy area just before the exit to the Liberty Street lot and in the grassy section between the metered lot on Liberty and Free Liberty Street lot..
