HomeMy Public PortalAbout2011_05_24_R067 - H-2 RecommendationsThe Town of Leesburg, Virginia PRESENTED May 24, 2011 RESOLUTION NO.: 2011 -067 ADOPTED May 24, 2011 A RESOLUTION: DIRECTING THE PLANNING COMMISSION AND STAFF TO REVIEW AND RECOMMEND OPTIONS FOR ZONING ORDINANCE REGULATION AND /OR DESIGN GUIDELINE REVISIONS FOR THE PORTION OF THE CORRIDOR CURRENTLY KNOWN AS THE H -2 IN THE EAST MARKET STREET AREA WITH THE GOAL OF IMPROVING ARCHITECTURAL DESIGN, SITE PLANNING AND STREETSCAPE PLANNING. WHEREAS, the Town wishes to implement the Town Plan goal of ensuring quality urban design compatible with Leesburg's historic, architectural and tourist resources; and WHEREAS, the H -2, Historic Corridor Architectural Control Overlay District was created to address design in the towns' arterial routes leading to the historic H -1 Overly District; and WHEREAS, there is general dissatisfaction with the existing H -2 Corridor Program and the H -2 Guidelines in particular, prompting Town Council to adopt Resolution 2008 -160 to review the design guidelines for compatibility and consistency with the Town Plan, Town Code and Zoning Ordinance; and WHEREAS, the 1-1-2 Committee was formed to address this work and made recommendations to Council on the H -2 corridor program on June 22, 2009 which included changes to the Guidelines to make them less vague and to address site planning and streetscape planning; and WHEREAS, at the approval of the Crescent Form -based District on February 23, 2011, Council provided direction to the Planning Commission through Resolution 2011- RESOLUTION: DIRECTING THE PLANNING COMMISSION AND STAFF TO REVIEW AND RECOMMEND OPTIONS FOR ZONING ORDINANCE REGULATION AND /OR DESIGN GUIDELINE REVISIONS FOR THE PORTION OF THE H -2 CORRIDOR IN THE EAST MARKET STREET AREA WITH THE GOAL OF IMPROVING ARCHITECTURAL DESIGN, SITE PLANNING AND STREETSCAPE PLANNING. 023 to consider future expansion of the Crescent Form -based District to all areas encompassed by the Crescent District Master Plan; and WHEREAS, the Town Council currently wishes to expand the direction provided through Resolution 2011 -023 to include study, evaluation, and recommendations on all options for improving architectural design, site planning and streetscape planning in the East Market Street area of the H -2 overlay district including regulatory changes to the Zoning Ordinance and/or improvements to the H -2 Guidelines. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. The Planning Commission and staff are directed to study, evaluate and recommend to Council options for revising zoning ordinance regulations and/or design guidelines with the goal of improving architectural design, site planning and streetscape planning in the East Market Street area of the corridor currently known as the H -2. This work shall be accomplished and a report provided to Town Council no later that March 1, 2012. PASSED this 24 day of May, 2011.
