AMENDING THE FY 2011 GENERAL FUND OPERATING BUDGET
AND MAKING A SUPPLEMENTAL APPROPRIATION IN THE
AMOUNT OF $146,896 TO THE POLICE DEPARTMENT AND
AWARDING A CONTRACT IN THE AMOUNT OF $146,896 TO
PURCHASE A SECURITY SYSTEM FOR POLICE HEADQUARTERS
AND TOWN HALL
WHEREAS, Police Headquarters sustained a direct lightning strike in March, 2011 that
significantly damaged the building security system;
WHEREAS, an operating security system at Police Headquarters is essential to securing and
protecting police officers and civilian staff, public safety equipment, emergency communications,
evidence, and investigative and court documents;
WHEREAS, Town Hall security is provided by a module of the Town parking garage
system that serves a limited number of areas in the building;
WHEREAS, expanding coverage to all areas of Town Hall is essential to providing 24 hour
security for the building and Town employees;
WHEREAS, the Procurement Office has determined a contract Fairfax County has with
Corbett Technology Solutions, Inc. can be used to purchase a replacement security system for
Police Headquarters and Town Hall; and
WHEREAS, both the Police and Public Works Departments agree that the replacement
security system proposed by Corbett Technology Solutions, Inc. meets their needs and has the
flexibility to serve as a comprehensive Town wide building security system in the future.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia that:
SECTION I. The FY 2011 General Fund Operating Budget is hereby amended and a
supplemental appropriation is approved in the amount of $146,896 for the Department of Police for

the fiscal year beginning July 1, 2010 and ending June 30, 2011 for replacement of the security
systems serving Police Headquarters and Town Hall. The source of funds is the Capital Asset
Replacement Reserve.
SECTION II. The Town Manager is hereby authorized to execute a contract, in a form
approved by the Town Attorney, with Corbett Technology Solutions, Inc. in the amount of
$146,896 for the purchase of the replacement security system for Police Headquarters and Town
Hall.
