DISCUSSION ADJOURN REMINDERS - February 6th - Village Board Meeting at 7:00 p.m. February 7th - Plan Commission Meeting at 7:00 p.m. 2 Plan Commission Record of Minutes Date: December 6, 2022 Location: Village Hall CALL TO ORDER & ROLL CALL Chairman Kiefer called the Plan Commission meeting to order at 8:36 p.m. immediately following the Zoning Board of Appeals meeting. ROLL CALL: Commissioners Heinen, Minnis, Nicholson, Renzi, Seggebruch, Valerga, Womack and Chairman Kiefer were present. Commissioner Goins was absent. OTHERS PRESENT: Jake Melrose, Economic Development Director; and Amanda Martinez, Associate Planner. APPROVAL OF MINUTES The Minutes of Plan Commission held on October 18, 2022, and Minutes of the Joint Village Board and Plan Commission Meeting held on November 1, 2022 were approved as presented. PUBLIC COMMENTS No Public Comments. DEVELOPMENT REPORT The development report was given during the preceding Zoning Board of Appeals meeting. OLD BUSINESS No Old Business. NEW BUSINESS 1982-110122.SU 16220 S. LINCOLN HIGHWAY TODD’S BODY SHOP Commissioner Valerga made a motion to open a Public Hearing regarding a Special Use for an amendment to a Planned Development on the property located at 16220 S. Lincoln Highway for the business commonly known as Todd's Body Shop. Seconded by Commissioner Minnis. Voice Vote. All in favor. 0 opposed. Motion carried 7-0. Mr. Melrose stated the applicant is seeking approval of a special use to amend and replace a planned unit development (PUD) that was originally approved in 2006. The PUD amendment will re-state and preserve the standards agreed to in the previous PUD, with two major exceptions: the proposed PUD amendment would incorporate additional land into the PUD that was purchased after the PUD was approved but was never incorporated into the original PUD; and the proposed PUD would allow the applicant to replace the ground sign on S Lincoln Highway with a larger sign. Mr. Melrose reviewed the staff report dated December 6, 2022. Mr. Melrose concluded staff submits that the proposed special use PUD amendment request will provide needed clean up to the previous amendment. The signage proposed is taller than the previously permitted relief granted by the Village and staff seeks the input of the Plan Commission as it relates to the sign. Based on the foregoing analysis, prior to public comments and direction from the Plan Commission, staff recommends approval of the requested special use permit. Chairman Kiefer swore in Kyle Dralle, applicant; and Robby Whitehead, sign contractor. Mr. Whitehead explained the sign design and measurements. 3 Plan Commission Minutes December 6, 2022 Page 2 of 3 Chairman Kiefer asked for public comment, there was no response. Commissioner Womack asked for clarification on difference between the old sign and proposed sign. Mr. Melrose explained the original PUD allowed for a 13-foot-tall sign, but the grade level has change on Lincoln Highway since the existing sign has been installed. Commissioner Womack feels the proposed sign is an upgrade. Commissioner Womack asked if the applicant agrees with the changes staff has proposed to the PUD. Mr. Dralle confirmed. Commissioner Nicholson had no questions. Commissioner Valerga asked if the digital display will be for business purposes and not advertisement. Mr. Whitehead confirmed it will be for business purpose. Commissioner Seggebruch asked if the applicant will be required to consolidate the lots. Mr. Melrose explained that is not a requirement to combine the parcels, and the PUD is being amended to include the Lily Cache Rd. parcel and the sign variance. Commissioner Seggebruch asked if the applicant is willing to combine the lots. Mr. Dralle explained why they do not have plans at this time to combine the lots. Commissioner Renzi asked if the plat consolidation was a condition of approval in 2006. Mr. Melrose stated that a final plat was approved but not a condition of the PUD approval. Commissioner Minnis asked for clarification if the actual sign is the same height, but the square footage has increased. Mr. Melrose confirmed that the proposed sign is the same height of the existing sign regardless of the grade change on Lincoln Highway and yes, the square footage of the proposed sign is greater than the existing. Commissioner Minnis asked if the sign will be located in the same spot that the existing sign is. Mr. Whitehead confirmed. Commissioner Minnis asked what will happen to the PUD if there is a change of ownership. Mr. Melrose stated the new owner would need apply for a plat consolidation and site plan if improvements are being made. Commissioner Heinen has no comments and is in favor of the variance. Commissioner Valerga made a motion to close the Public Hearing regarding a Special Use for an amendment to a Planned Development on the property located at 16220 S. Lincoln Highway for the business commonly known as Todd's Body Shop. Seconded by Commissioner Seggebruch. Voice Vote. All in favor. 0 opposed. Motion carried 7-0. Commissioner Heinen made a motion to adopt the findings of fact of staff as the findings of fact of the Plan Commission and, furthermore, recommend approval of the special use to amend the Planned Development at 16220 S. Lincoln Highway for the business commonly known as Todd’s Body Shop. Second by Commissioner Womack. Vote by roll call: Heinen, yes; Minnis, yes; Renzi, yes; Seggebruch, yes; Valerga, yes; Womack, yes; and Kiefer, yes. Motion carried 7-0. DISCUSSION Commissioner Renzi asked who he can send comments to about solutions to the issues they discussed at the joint meeting for the Comp Plan. Mr. Melrose stated there is a survey available to the public. Chairman Kiefer asked if the Plan Commission will have any more involvement in the Comp Plan. Mr. Melrose confirmed and explained the proposed timeline. 4 Plan Commission Minutes December 6, 2022 Page 3 of 3 Commissioner Renzi asked if there will be a joint meeting, so the Plan Commission can understand what the Board expects of the commission. Mr. Melrose stated staff will work on getting a joint meeting scheduled. Chairman Kiefer added he would like to see the coversheet Chairman Kiefer read the reminders. Plan Commission meeting adjourned at 9:05 p.m. Respectfully submitted by Tracey Erickson Tracey Erickson Recording Secretary 5 6 REPORT TO THE PLAN COMMISSION Page #2 of 4 1990-122722.FP 1/13/2023 WILD HORSE KNOLL FINAL PLAT ANALYSIS Land Plan The WHK development is approximately 18.39 acres which will consist of 37 lots (2.4 du/acre) space for a potential commercial opportunity on the hard corner. The residential lot sizes range between 12,005 and 22,017 square feet. The minimum lot size is 12,005 square feet and the minimum lot width is 85 feet. Lots 38 and 39 are dedicated lots for storm water management and Lot 40 is a potential expansion for Five Star Tennis Club. The lots are consistent with the approved preliminary plat and Village standards of setbacks, lot sizes, and lot widths. Street Alignment/Access/Circulation The development will have two full access points for the subdivision - one along 119th Street and one along Normantown Road. The subdivision will have two main roads built named Stallion Court and Stallion Drive with sidewalks adjacent to them. The final plat depicts the existing 119th trail that will be extended to Normantown Road. A private access drive will be provided to Lot 40 as well as an ingress/egress with a median along 119th Street. The proposed street network is consistent with the preliminary plat approved December 19, 2022. Open Space & Landscaping The proposed plat does not identify any park space for this development and the Park District has accepted a fee in lieu of payment to the district rather than a park site. Staff finds that the plantings listed on the landscape plan align with the Village Code’s recommended plants for developments. The only change made from preliminary to final landscape plan is the developer taking into account the December 5, 2022 Board meeting comments to swap Colorado Spruce and Freeman Maples for White Oak and White Pine parkway trees. Other than this change, staff finds that the final landscape plan is consistent with what was approved at the December 19, 2022 Village Board meeting. Stormwater Management/Dormant Special Service Area Staff is working with the applicant to establish a Dormant Special Service Area (DSSA) for the Wild Horse Knoll subdivision. Stormwater detention will be provided through on-site detention ponds. Staff engineering has done an early preliminary review of stormwater with the applicant including field visits to alleviate any potential barriers and now looks to conduct a final engineering review. Recapture The applicant will be required to pay a recapture fee for sanitary sewer extension pursuant to Resolution 1408 in the amount of $33,662.68. CONCLUSION/RECOMMENDATION In conclusion, staff finds that the proposed Final Plat for the Wild Horse Knoll subdivision is consistent with the preliminary plat and annexation agreement that was approved on December 19, 2022. Subject to discussion by the Plan Commission, staff recommends approval of the final plat, subject to the below stipulations.
