RESOLUTION NO. 2011 -086
A RESOLUTION: AMENDING THE FY 2011 GENERAL FUND OPERATING BUDGET AND
MAKING A SUPPLMENTAL APPROPRIATION IN THE AMOUNT OF
$449,400 TO COVER THE COST OF TURNOVER ($180,000), DEBT
SERVICE ($139,400), AND CONSULTING SERVICES TO IMPLEMENT
THE FORM BASED CODE FOR THE CRESCENT DISTRICT ($130,000)
WHEREAS, the FY 2011 Adopted General Fund Operating Budget includes a negative
adjustment of $180,000 to personnel services for turnover; and
WHEREAS, because of the current difficult job market, turnover has been negligible; and
WHEREAS, the FY 2011General Fund debt service payment is $139,400 more than the
$5,401,538 budgeted; and
WHEREAS, the Town Council passed the Form Based Code for the Crescent District on
February 22, 2011; and
WHEREAS, $130,000 in consulting services is necessary to assist with updating utility and storm
water management plans to assure adequate capacity will be available to implement the Form Based Code
for the Crescent District.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia that the FY
2011 General Fund Operating Budget is hereby amended and a supplemental appropriation is approved in
the amount of $449,400 for the fiscal year beginning July 1, 2010 and ending June 30, 2011 to provide
$180,000 for turnover, $139,400 for the annual General Fund debt service payment, and $130,000 for
consulting services to implement the Form Based Code for the Crescent District.
