A RESOLUTION: AWARDING THE CONSTRUCTION CONTRACT FOR
REPLACEMENT OF THE LEESBURG CENTRAL MAINTENANCE
FACILITY FUEL ISLAND
WHEREAS, the Leesburg Central Maintenance Facility Fuel Island Project is a funded
capital asset replacement project per Resolution 2010 -104, dated July 27, 2010; and
WHEREAS, in response to a public solicitation for construction bids of the Leesburg
Central Maintenance Facility Fuel Island Project, the Town received five (5) responsive bids on
June 1, 2011 from the following firms:
Advanced Fueling Systems, Inc. $435,000
Petroleum Services, Inc. $479,990
Total Environmental Concepts, Inc. $484,426
APEX Companies, LLC $565,374
R.E. Daffan, Inc. $573,200; and
WHEREAS, the bids were evaluated by the Deputy Director of Public Works and the Chief
Purchasing Officer in accordance with the Town's Purchasing Policy; and
WHEREAS, Advanced Fueling Systems, Inc. was determined to be the lowest responsive
and responsible bidder; and
WHEREAS, this is a unit price contract and the estimated quantities multiplied by the unit
price have established the not to exceed contract price; and
WHEREAS, change order procedures are detailed in the bid specifications; and
WHEREAS, there are sufficient asset replacement funds budgeted in FY2011 for the
$435,000 contract cost.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute a contract, in a form approved by the Town Attorney, with

Advanced Fueling Systems, Inc. in the amount of $435,000 for the construction of the Leesburg
Central Maintenance Facility Fuel Island Project.
