A RESOLUTION: AWARDING THE CONSTRUCTION CONTRACT FOR THE AIRPORT
NAVIGATIONAL AIDS UPGRADE AND AUTHORIZING THE TOWN
MANAGER TO EXECUTE THE GRANT AGREEMENTS FROM THE
FEDERAL AVIATION ADMINISTRATION AND VIRGINIA
DEPARTMENT OF AVIATION
WHEREAS, the Airport Navigational Aids Upgrade project is a fully funded Capital
Project; and
WHEREAS, in response to public solicitation for bids for construction of the Airport
Navigations Aids Upgrade project, the Town received bids on June 1, 2011 from the following
firms:
WHEREAS, the bids were evaluated by the Deputy Director of the Department of Capital
Projects and the Chief Procurement Officer in accordance with the Town purchasing policy; and
WHEREAS, Austin Electrical Construction, Inc. was determined the lowest responsive and
responsible bidder; and
WHEREAS, this is a unit price contract and the estimated quantities multiplied by the unit
price have established the not to exceed contract price; and
WHEREAS, change order procedures are detailed in the bid specifications; and
A RESOLUTION: AWARDING THE AIRPORT NAVIGATIONAL AIDS UPGRADE
CONSTRUCTION CONTRACT AND AUTHORIZING THE TOWN
MANAGER TO EXECUTE THE GRANT AGREEMENTS FROM THE
FEDERAL AVIATION ADMINISTRATION AND VIRGINIA
DEPARTMENT OF AVIATION.
WHEREAS, the Federal Aviation Administration and Virginia Department of Aviation
have extended grant offers to cover 98% of the required funding for this project, in the total
amount of $480,200; and
WHEREAS, the Town's share of this project is 2% or $9,800; and
WHEREAS, the Town Manager is required to sign these grant offers; and
WHEREAS, no additional funding is needed to award this contract.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that:
SECTION I: The Town Manager is authorized to execute the grant offers from the Federal
Aviation Administration and Virginia Department of Aviation.
SECTION II: The Town Manager is authorized to execute a contract in a form approved
by the Town Attorney with Austin Electrical Construction, Inc. in the amount of $244,050.00 for
the construction of the Airport Navigational Aids Upgrade project.
