AUTHORIZING TALBERT BRIGHT'S TASK #1 FOR THE
NAVIGATIONAL AIDS UPGRADE PROJECT INSPECTION AND
CONSTRUCTION MANAGEMENT SERVICES UNDER THE
PROFESSIONAL AIRPORT PLANNING, ENGINEERING, AND
ARCHITECTURAL SERVICES FOR THE LEESBURG EXECUTIVE
AIRPORT CONTRACT
WHEREAS, Talbert Bright was selected for the Airport's Professional Airport Planning,
Engineering, and Architectural Services Contract; and
WHEREAS, the proposed cost for Task #1 to provide inspections and construction
management is $100,678.90; and
WHEREAS, Utilization of this contract for construction management is with concurrence
from the FAA and Town's procurement staff; and
WHEREAS, the Continuing Services Contract awarded to Talbert Bright followed
federal procurement policies; and
WHEREAS, the FAA waived the requirement for an independent fee review on this
project; and
WHEREAS, the FAA and DOAV have concurred with the cost proposal for this task; and
WHEREAS, the funding for the project comes from an FAA and DOAV grant with a 2%
Town- funded match; and
WHEREAS, no additional funding is needed to authorize Task #1 to Talbert Bright.

A RESOLUTION: AUTHORIZING TALBERT BRIGHT'S TASK #1 FOR THE
NAVIGATIONAL AIDS UPGRADE PROJECT INSPECTION AND
CONSTRUCTION MANAGEMENT SERVICES UNDER THE
PROFESSIONAL AIRPORT PLANNING, ENGINEERING, AND
ARCHITECTURAL SERVICES FOR THE LEESBURG EXECUTIVE
AIRPORT CONTRACT.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute the Task Order contract, in a form approved by the Town
Attorney, with Talbert Bright for Task Order #1 for the Navigational Aids Upgrade project, in
the amount of $100,678.90.
