A RESOLUTION: PRESENTED: August 30, 2011 2011 -109 ADOPTED: August 30, 2011 AUTHORIZING THE ISSUANCE OF A SIGN PERMIT PURSUANT TO ZONING ORDINANCE SECTION 15.9.7. UNUSUAL SITE CONSTRAINTS FOR WOLF FURNITURE SITUATED ON FORT EVANS ROAD, NE ON PROPERTY IDENTIFIED BY LOUDOUN COUNTY LAND RECORDS AS PARCEL IDENTIFICATION NUMBER 188 -18 -6716. WHEREAS, Wolf Furniture is constructing a 46,030 square foot showroom on Fort Evans Road, NE on property identified by Loudoun County Land Records as Parcel Identification Number 188 -18 -6716; and WHEREAS, as a result of unusual site conditions, visibility of the Wolf Furniture building is from the Bypass, but access is from Fort Evans Road NE; and WHEREAS, Town of Leesburg Zoning Ordinance Section 15.9.2.A limits the number of signs per business to two (2); and WHEREAS, Wolf Furniture has been permitted two (2) wall mounted signs; one is on the building facade facing the Bypass and the other on the facade facing Fort Evans Road NE. WHEREAS, in this instance, the arrangement of the Wolf Furniture lot is unusual because its primary visibility is from the Bypass, yet its access is via Fort Evans Road. In addition, the lot is located in the middle of this stretch of Fort Evans Road and the building will be set well back from the Fort Evans frontage. Actually viewing the building will be difficult until a customer is almost at the entrance from this road, which is not the case for other buildings along Fort Evans Road; and -2- A RESOLUTION: AUTHORIZING THE ISSUANCE OF A SIGN PERMIT PURSUANT TO ZONING ORDINANCE SECTION 15.9.7. UNUSUAL SITE CONSTRAINTS FOR WOLF FURNITURE SITUATED ON FORT EVANS ROAD, NE ON PROPERTY IDENTIFIED BY LOUDOUN COUNTY LAND RECORDS AS PARCEL IDENTIFICATION NUMBER 188 -18 -6716. WHEREAS, This unusual arrangement creates the need for additional signage so that Wolf Furniture is assured adequate signage in accordance with the purpose of the sign regulations found in Article 15; and WHEREAS, Town of Leesburg Zoning Ordinance Section 15.9.7 Unusual Site Constraints stipulates that "[W]hen unusual building site conditions prohibit the ability to obtain effective signage, the Zoning Administrator may issue sign permits which comply with the intent of this article (Article 15 Signs) upon authorization by Town Council and WHEREAS, staff recommends Town Council authorize issuance of sign permits in pursuit of Zoning Ordinance Section 15.9.7 Unusual Site Constraints. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: Section I. Authorization is hereby given for a ground mounted sign to be erected on the property identified in Loudoun County Land Records as Parcel Identification Number 188 -18- 6716, the following limitations regarding that sign shall apply: 1. The ground mounted sign be constructed and installed per plans submitted by Sekula Sign Corporation dated 4 -25 -11 and the sign shall be installed at no more than 30 inches from the base of the sign to the ground per the Zoning Ordinance. 2. This authorization does not express or imply any waiver or modification of any other applicable requirements set forth in the Subdivision and Land Development Regulations, the Zoning Ordinance, or the Design and Construction Standards Manual (DCSM).
