WHEREAS, the City of McCall was awarded funding in April, 2007 from the Federal Transit Administration Section 5310 Elderly and Persons With Disabilities Transportation program; and WHEREAS, the purpose of such funding is to construct a carport structure at the McCall Senior Center building; and WHEREAS, Federal requirements to receive such funding require the adoption of a public transportation plan that addresses the needs of elderly and disabled persons in the McCall Area; and WHEREAS, the City of McCall has involved community stakeholders in the development of such a plan; and WHEREAS, the plan was made available for public review and comment; and WHEREAS, a duly noticed public hearing regarding the adoption of the Public Transportation Human Services Coordination Plan was held at the McCall City Council meeting on September 25, 2008, and WHEREAS, the McCall City Council recommended adoption of the proposed plan. NOW, THEREFORE, BE IT RESOLVED, by the Mayor and City Council of the City of McCall, Valley County, Idaho that: The McCall City Council endorses and adopts the Public Transportation Human Services Coordination Plan. Introduction / Background This Public Transportation / Human Services Coordination Plan has been produced by the City of McCall Community Development Department, with significant content excerpted or adapted from the City of McCall Comprehensive Plan and Valley -Adams Public Transportation / Human Services Coordination Plan. On August 10, 2005, President Bush signed into law the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users commonly referred to as SAFETEA-LU. SAFETEA-LU authorized the provision of $286.4 billion in guaranteed funding for federal surface transportation programs over six years through Fiscal Year 2009, including $52.6 billion for federal transit programs. Starting in Fiscal Year 2007, projects funded through three programs included in SAFETEA- LU—the Job Access and Reverse Commute Program (JARC, Section 5316), New Freedom (Section 5317), and the Formula Program for Elderly Individuals with Disabilities (Section 5310) —are required to be derived from a locally developed, coordinated public transportation - human services plan. The three funding programs focus on the needs of transportation disadvantaged persons or those with special transportation needs that cannot be met through traditional means. II. Project Goals The goal of this document is to respond to the SAFETEA-LU and State of Idaho requirements for receiving two of the three SAFETEA-LU programs mentioned above, specifically Section 5317 or 5310 funds. The Idaho Transportation Department (ITD) serves as designated recipient for these and other federal funds intended for non -urbanized portions of the state, and in turn distribute them to local entities through a competitive grant process. The study area for the project is the City of McCall and the Impact Area as defined in the Comprehensive Plan for the City of McCall adopted in December 2007. III.Project Methodology A. Demographic Profile A demographic profile of the City of McCall was prepared using census data. This step establishes the framework for better understanding the local characteristics of the study area, with a focus on the two population groups subject to this plan: persons with disabilities and older adults. The demographic profile can be found in Chapter IV of this plan. B. Stakeholder Survey, Feedback, & Process A Transportation Resource and Needs Identification Survey was sent out to a broad base of groups involved as providers or users of transportation services for older adults or persons with disabilities within the community. This group of stakeholders was comprised of agencies and organizations with riders and potential riders; public, private, and non-profit transportation providers; and human services agencies. Appendix A provides a copy of the blank survey, list of recipients, and summary of survey responses. In September 2008, an open house was conducted to release the draft plan to the public for review. Comments from the public and stakeholders was received and incorporated into the plan where possible. A list of comments and the disposition of each comment is provided in Appendix B. C. Existing Transportation Services This step involved documenting the range of public transportation services that already exist for the study area. These services include public deviated fixed route, charter services, and private buses or vans. A detailed description is included in Chapter VI. D. Needs Assessment and Identification of Strategies An important step in completing this plan includes the identification of service needs or gaps. The needs assessment provides the basis for recognizing where, and how, service for the two population groups needs to be improved. Chapter VII describes the service gaps and priorities identified by participants in previous studies, surveys and plan feedback. Participants identified potential service strategies intended to address service deficiencies. E. Prioritization of Service Needs The City of McCall Transportation Advisory Committee will meet to develop prioritization criteria upon which the future applications will be based for the State grants. The projects selected by the Transportation Advisory Committee will be forwarded to the McCall City Council for approval prior to submission to ITD. IV. Demographic Profile A. Study Area Description The City of McCall is located in the north end of the "Long Valley" in Valley County, Idaho, on the south shore of Payette Lake. With 2,415 residents (2005), McCall is the largest community in Valley County and serves as the economic hub for a large area, including parts of Adams and Idaho Counties. It is located approximately 100 miles north of Boise, the State Capitol. McCall is part of a magnificent landscape. The combination of Payette Lake, the mountain and ridgeline horizons, forested hillsides, glacial moraines, Payette River and other landscape features provide both a beautiful setting and strong identity to the area. Capturing much of the key landscape features of the area, the McCall Area of Impact extends beyond the city limits and encompasses 22,780 acres. It is characterized by rolling hills and steep gradients covered by coniferous forests. These same hills and mountains surround the approximately 6.2-mile length of Payette Lake. B. Population 1. Community Conditions and Trends Population growth in McCall has been stable in recent decades, but recently has increased from an annual average growth rate of 0.4 percent in the 1990s to three percent during the 2000-2005 period. In addition to the population increase, the second home market has also increased significantly resulting in changes to area demographics. A key trend is the widening of the gap between permanent and non -permanent residents. In 2005, it is estimated that permanent residents occupy only 40% of the housing units within city limits. 2. Population Trends The City of McCall experienced only modest growth in its permanent population until the last few years. In the period from 1990-2000, McCall's population grew by only 79 residents, which represents an average annual growth rate of only 0.4 percent. In the period from 2000-2005, the permanent population grew by 331 residents or an annual average growth rate of 3.0 percent. However, unincorporated Valley County (which includes the McCall Area of Impact) witnessed much higher population growth in the 1990-2000 period with an increase of 1,340 residents (3.7 percent growth). This high growth rate did not continue into the 2000-2005 period, but remained steady at 1.5 percent growth, or an increase of 331 residents. 3. Age Composition According to the 2000 U.S. Census, the median age in McCall is 42 years. Those aged 35-55 make up the largest portion of residents (34 percent). Children are 27 percent of the population, and those 55 and older are 26 percent of the population. Of those 55 and older, 19 percent are between 55 and 74 years old. 4. Elderly Population In 2000, 300 people 65 years of age and over were counted in the City of McCall. This represents a 20-percent increase since 1990, when 251 older people were counted. In addition to the number of people 65 years and over increasing between 1990 and 2000, their proportion of the total population increased from 11.3 percent in 1990 to 14.2 percent in 2000. During the 1990's, the most rapid growth of the older population occurred in the oldest age groups. 5. Disabilities The definition of "disability" varies; for this project, information provided is by the Census 2000 and is therefore consistent with the Census 2000 definitions. 13.9 percent of the city population was identified as disabled in the Census 2000. Comparatively, 17.1 percent of the population statewide was identified as disabled. V. Stakeholder Survey, Feedback, & Process The City of McCall created the initial stakeholder list for the Transportation Resource and Needs Identification Survey. This stakeholder list included major providers of services to elderly and disabled persons, senior centers, social service agencies, and local transit providers. As part of the process, the local senior center was notified of the plan with informal contacts. The community was notified through a news article in the Star News published on September 4, 2008. The community was also able to provide input to the plan by sending comments to Pete Wessel, GIS Technician (Appendix B). The news article announcing the public stakeholder meeting is included in Appendix C. A list of the stakeholders contacted is included as Appendix A. The plan was adopted by the City Council on September 25, 2008. VI. Existing Transportation Services A. Transit Service McCall Transit, operated by Treasure Valley Transit (TVT) based in Nampa, provides free public transportation within the City of McCall from 7:00 am to 7:00 pm seven days a week. The service is open to the public and free to anyone. The deviated fixed route line is a flag stop system, and anyone who needs to use the service may flag the bus anywhere along the route where it is safe to do so. The bus may flex off -route for persons with disabilities or for others as needed. Several private -sector transit services provide service wholly -within the study area, including Prompt Transportation Services and Harlow Bus Sales/Charter Services. Also, on - demand transit service is provided by the senior center in McCall. The Idaho Transportation Department was contacted by the Valley -Adams Planning Partnership for assistance with transit planning for the region in the summer of 2005 including human services and job access transportation issues. The elected officials along with the local Job Service Manager served as a steering committee for the planning process and Amy Ostrander of Ostrander Consulting in Denver Colorado was retained to prepare the initial plan. The Valley/Adams Transit Expansion Study final report by Ostrander Consulting, Inc., sponsored by the ITD Division of Public Transportation and published in March 2006, reported that ridership of the McCall Transit system increased from 16,100 in 2004 to 25,000 in 2005 — a 56 percent increase. The 2006 report also indicated that the potential for developing transit alternatives for residents, workers, and visitors to Valley and Adams counties is excellent and ITD estimated the demand or need within the area to be 30,900 annual transit trips by the general public, and 62,100 annual trips by workers, for a total annual demand of 93,000 passengers per year. Current service accommodates approximately 36 percent of the total demand. The potential for successfully expanding transit service in the study area is supported by two factors: the strong growth in ridership experienced on McCall Transit and Tamarack Resort transit, as well as the identified need/demand for work -related transit trips. As the primary transportation service within the study area, continuation and expansion of McCall Transit services and facilities are of paramount importance for the elderly and disabled population. B. Social Service Providers The Senior Center in McCall offers a valuable service to clients for transportation to medical appointments, shopping, and meals at the senior center, as well as other special events. The buses used for these services are funded through the FTA Section 5310 grant program providing capital funding to support transit services for rural and small urban senior activities. C. Other/Charter Services Other charter services offer transportation service to visitors and residents of the area. Harlow's Bus Sales/Charter Services and Prompt Delivery and Transportation, Inc. may be contacted by individuals to schedule service and to obtain fare information. There is no taxi service in McCall at this time. VII. Needs Assessment and Identification of Strategies A. Transit Demand Summary The 2006 Valley/Adams Transit Expansion Study determined that based on transit demand models, comparisons to similar transit systems, and updated Census 2000 demographics of the general public, the elderly, and persons with mobility limitations, 30,900 one-way passenger trips per year could be generated. In addition, the need for transit to various work sites is significant. If 3% of this potential ridership were achieved, an additional 62,100 one- way trips per year would be required, producing a total annual demand for 93,000 trips. In 2005, the actual ridership on McCall Transit and Tamarack transit was 34,600 or 36% of the demand. The potential for successfully expanding transit service in the study area is supported by two factors, the strong growth in ridership on McCall Transit and Tamarack transit as well as the identified need for work related transit trips. The 2006 Transit Expansion Study undertaken in the initial plan identified the existing services as well as the need for transit services for the general public as well as for various work sites and activity centers, such as ski and lodging developments, local senior organizations, and other community -based services. Social service needs were identified and quantified as well using industry accepted models. B. Transportation Needs Immediate The recommendations of the 2006 Transit Expansion Study should be implemented. Among the study short-term opportunities to expand transit service in the Valley/ Adams area, the opportunity to increase service within the City of McCall is the only opportunity that is relevant to the study area for this plan. The recommendation for expanding service within McCall would involve adding a second vehicle to the hour loop connecting the west and east sides of town, crossing through the main downtown shopping and business community twice per hour. By expanding to two vehicles, the ride time would be shortened with the frequency between vehicles reduced to the east and west sides to thirty minutes. The addition of the second, lift -served vehicle would extend opportunities to provide transit service to accommodate local cultural centers and events. Existing transit stop facilities are minimal throughout town. In order to encourage transit ridership, additional facilities such as transit stop signs, benches, accessible covered waiting areas, and other features should be considered, particularly for key stop locations. Estimated cost for this additional bus would be approximately $100,000 annually with an estimated local match requirement of $50,000. The addition of the second vehicle would extend opportunities to provide transit service to accommodate local cultural centers and events such as the historic settlement at Roseberry housing the Valley County Historical Museum. Also needed in the immediate term, is a replacement bus for the current operating inventory. The estimated cost for the replacement bus, exclusive of operating expenses, is approximately $80,000. Short -Term (Within 2 Years) Develop additional demand response (dial -a -ride) services. It will be important to encourage strategies to develop and oversee the operation of this type of service. Mid -Term (2 To 5 Years) The short-term transit services expansions recommended can be accomplished by developing the existing services. Based on the success of these efforts, additional improvements may be considered: Local Service • Identify/develop permanent transfer location in McCall for regional/local service. The site for the transfer location will need to be determined by local stakeholders, in addition to the regional stakeholders such as TVT and the Tamarack Municipal Foundation. • Review need for evening service. The McCall Senior Citizens Center bus will need to be replaced with a lift -served, larger bus, in this time frame. Long -Term (Five -Years Plus) As service needs develop and are identified, new and expanded service should be considered. In addition, other alternative transportation strategies may be appropriate. This may include: • Develop transit support facilities such as bus storage/maintenance facility, administrative office, transfer centers. • Develop park and ride system • Other options for improving transportation system: o Develop McCall Parking management program O Develop HOV lanes on Highway 55 C. Priorities, Implementation Strategies & Coordination Priorities for Implementation 1. Maintain existing services 2. Improve safety for existing services 3. Expand service hours and routes 4. Expand transportation alternatives Implementation Strategies & Coordination Continue to provide current public and client transportation in the area. This will require grants and local match for operating and capital needs of the general public service and for senior center vehicles. Continue to maintain capital equipment and access for senior centers including indoor storage of vehicles and safe loading and unloading access at the senior centers. Continue to look at increasing local funds for transit services in order to expand services in the area. Continue to support increased funding at the state and federal level for rural transit services. The Idaho Department of Health and Welfare has offices in McCall that serve the Valley and Adams County areas. Coordination may be an opportunity to help provide service for clients where the Health and Human Services transportation funds are eligible match for Federal Transit Administration (FTA) Grants. The Idaho Department of Labor Local Job Service Office is also located in McCall. Continue to involve the local office manager in planning activities. Some Department of Labor funds may be available as part of welfare to work or job training programs and these transportation funds are also eligible match for FTA grants such as Section 5311 Rural Program funds, Section 5316 Job Access Reverse Commute and Section 5317 New Freedoms. Continue to explore coordination opportunities in the area. Shuttle services and van pools currently operated by others may also help provide in -kind match for expanded services within the study area. The bus would need to be slightly larger than the one we are using currently, which carries only 11 passengers and a driver. We currently must take our bus AND our van, on frequent occasions, for trips for our Seniors. We anticipate a growing attendance at the Senior Center over the next few years. We also want a voice in establishing bus service from here to Boise for the Seniors I, 2 who have medical needs. This might be an "on -call" service, or a once or twice weekly service. It should cover New Meadows, McCall, and Cascade. There is also a need for local taxi -type service to transport persons to and from medical appointments here in McCall. I would appreciate being advised of any information you might require from me in order to be a participant in the Planning Partnership. I would note under resources that Northwest Stage Lines provides a once up north and once down south daily rural intercity bus service connection at Jim's Grocery Store and mention whether that McCall would want to maintain and/or expand the current level of Intercity Connections. (stops are north at 10:25 AM and south at 2 PM) The plan did mention the Valley Connections stop and transfer location in two —five years. That implies that your stakeholders not only include TVT but the Tamarack Municipal Foundation E70. which is partnering to take commuters out of the local service area to Donnelly, connect to Tamarack Resort and to Cascade. I suggest making that clarification somewhere in the plan. Please note that the current bus may flex off -route (deviated fixed route) for people who are determined to be disabled under the ADA regulations for complementary paratransit services. In Section VI.A. it refers to a fixed route. Please restate that it is a Deviated Fixed Route, or else another costly set of federal requirements will be applicable. (If your long term plan is to consider it a true fixed route, then what is called "complementary paratransit" is also required for the disabled who can't use the existing bus service with a reservation system guaranteeing a ride the next day.) The Immediate or two needs needs should address a replacement bus (possibly another $80,000) as well as the cost of the second bus. With the mileage and harsh winters in McCall, " I'm thinking that no one bus will last a long time with as many service hours and miles as the McCall bus(es) are getting. I would also comment there needs to be a proposed strategy developed if the stakeholders desire a vanpool/rideshare project, e.g. who would manage the scheduling, look for grants, etc? That's all I have. I would like a copy of the appendixes and the final plan when it's completed. Thanks City of McCall and Impact Area Public Transportation / Human Service Coordination Plan Comments from the City of McCall Transportation Advisory Committee September 24, 2008 1. Richard Coonts advocated that a Park and Ride Facility be included in the plan. 2. The Committee supported Items 2.2 through 2.5 of the comments from Butch Ragsdale, Idaho Transportation Department, Grants Administrator. 3. Richard Coonts discussed the under -utilization of the Senior Center bus and the topic of increasing cooperation in utilization of resources was discussed. 4. Richard Coonts raised a question about whether to include Prompt Transportation Services in the plan due to their lack of licensing as a taxi service and their lack of insurance as a transportation service. 5. Jackie Turnipseed-Aymon indicated that we must ensure that funding continues to maintain the existing McCall Transit service operations. She also expressed a desire to add an additional bus to the service to reduce the headway between buses from 1 hour to 30 minutes.
