A RESOLUTION: ADOPTING A WATER SUPPLY PLAN FOR NORTHERN VIRGINIA
AND LEESBURG AS MANDATED BY THE GOVERNOR'S OFFICE
WHEREAS, the Code of Virginia, as amended by Senate Bill 1221 in 2003, (Section 62.1-
44.38:1), requires the development of a comprehensive statewide water supply planning process to:
(1) ensure that adequate and safe drinking water is available to all citizens of the Commonwealth,
(2) encourage, promote, and protect all other beneficial uses of the Commonwealth's water
resources, and (3) encourage, promote and develop incentives for alternative water sources,
including, but not limited to desalinization and this bill was supported by the Governor and passed
by the Senate to address the recent droughts that Virginia has been experiencing along with other
states; and
WHEREAS, the regulation affecting the development of the water supply plans in the
Commonwealth is the Local and Regional Water Supply Planning Regulation (9 VAC 25 -780),
which became effective on November 2, 2005 and requires that all counties, cities, and towns in the
Commonwealth of Virginia submit a local water supply plan or participate in a regional planning
unit in the submittal of a regional water supply plan to the Virginia Department of Environmental
Quality (VDEQ); and
WHEREAS, the purpose of the regulation is to establish a comprehensive water supply
planning process for the development of local, regional, and state water supply plans; and
WHEREAS, the plan must address the following elements:

Projected Water Demand Information;
Statement of Need based on the adequacy of existing water sources to meet current and
projected water demand over the planning period (a minimum of 30 years to a maximum
of 50 years); and
WHEREAS, a program was designed as a statewide partnership with localities having the
lead role in identifying their future water demands and how they plan to meet those demands, while
the state provides technical support and oversight; and
WHEREAS, the Town of Leesburg participates in the Northern Virginia Regional Water
Supply Planning Group in conjunction with the Northern Virginia Regional Commission (NVRC),
made up of 22 local government agencies including the counties of Arlington, Fairfax, Loudoun,
and Prince William; the cities of Alexandria, Fairfax, Falls Church, Manassas, Manassas Park; and
the towns of Clifton, Dumfries, Hamilton, Haymarket, Herndon, Leesburg, Lovettsville,
Middleburg, Occoquan, Purcellville, Quantico, Round Hill, and Vienna which have all have
provided facts about their usage, growth patterns, and projections; and
WHEREAS, the Plan developed by the Northern Virginia Regional Water Supply Planning
Group concludes adequacies of water supplies to the region for anticipated growth and complies
with the State Water Control Board's regulation 9 VAC 25 -780, Local and Regional Water Supply
Planning, and is a functional plan supporting sustainable growth and economic development; and
WHEREAS, the Plan shall be reviewed every five years with revised plans to the VDEQ if
there are changes that would result in water demands not being met; otherwise, VDEQ will be
notified that there are no changes requiring a revision to the water plan; and
WHEREAS, regardless of the five -year revision or notification, all local programs shall be
reviewed, revised, and resubmitted to VDEQ every 10 years after the date of last approval.
A RESOLUTION: ADOPTING A WATER SUPPLY PLAN FOR NORTHERN VIRGINIA AND
LEESBURG AS MANDATED BY THE GOVERNOR'S OFFICE
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Regional Water Supply Plan prepared by NVRC and in cooperation with the Town is hereby
adopted.
