HomeMy Public PortalAbout2011_11_15_R138 Catoctin Circle Barricade RemovalThe Town of Leesburg, Virginia PRESENTED November 15, 2011 RESOLUTION NO. 2011 -138 ADOPTED November 15, 2011 A RESOLUTION: AUTHORIZING THE PERMANENT REMOVAL OF THE BARRICADE ON CATOCTIN CIRCLE AT NORTH STREET WHEREAS, by Resolution 95 -172, the Town Council created the Northeast Leesburg (now Lowenbach) capital improvement project in response to the development known as Exeter and required that no connections be made to North Street until all the improvements are completed; and WHEREAS, by Resolutions 99 -290, 99 -291 and 2002 -111, all barricades between Exeter and Lowenbach were removed except those on Catoctin Circle, Washington Street, and Queen Street; and WHEREAS, by Resolution 2004 -195, an Ad -Hoc Committee was formed to evaluate options for road improvements in Lowenbach; and WHEREAS, by Resolution 2005 -86, the Town Council adopted the recommendations of the Lowenbach Ad -Hoc Committee that included curb, gutter, sidewalk, and drainage improvements on all streets; traffic calming measures such as speed cushions and traffic chokers; and a statement that the three barricades be removed after construction completion; and WHEREAS, in 2008, the project was phased to mitigate the disruption to the neighborhood by having all roads under construction at the same time and because drainage outfall issues were unresolved; and WHEREAS, a traffic study was prepared by Wells & Associates in 1995 which forecast approximately 1,500 to 1,700 vehicles per day on Catoctin Circle after the barricade is removed, and an updated traffic study prepared by Wells & Associates in 2011 forecast approximately 1,000 to 1,400 vehicles per day will use Catoctin Circle after the barricade is removed; and -2- A RESOLUTION: AUTHORIZING THE PERMANENT REMOVAL OF THE BARRICADE ON CATOCTIN CIRCLE AT NORTH STREET WHEREAS, the 2011 traffic study forecast that traffic volumes on Prince Street and on Blue Ridge Avenue west of Catoctin Circle will decrease significantly with removal of the barricade at Catoctin Circle; and WHEREAS, the 2011 traffic study forecast that if the Catoctin Circle barricade remains in place during construction of improvements on Woodberry Road, traffic volumes on Prince Street will increase approximately 211 vehicles per day over current traffic volumes; and WHEREAS, the 2011 traffic study forecast that if the Catoctin Circle barricade remains in place during construction of improvements on Prince Street, traffic on adjacent streets will increase significantly over existing volumes ( Woodberry Road by approximately 200 vehicles per day; North Street east of Catoctin Circle by approximately 620 vehicles per day; and Marshall Street by approximately 200 vehicles per day); and WHEREAS, the 2011 traffic study forecast that traffic volumes on Queen Street, Washington Street, and Blue Ridge Avenue east of Catoctin Circle will not be significantly impacted by removal of the Catoctin Circle barricade; and WHEREAS, Catoctin Circle was designed to meet current standards for roadway and pedestrian design and construction is substantially complete; and WHEREAS, the Standing Residential Traffic Committee recommends that a four -way stop be installed at Catoctin Circle and Blue Ridge Avenue due to a sight distance issue on that corner; and WHEREAS, the Standing Residential Traffic Committee recommends that driver feedback signs be installed on Catoctin Circle between Edwards Ferry Road and North Street and on Blue Ridge Avenue; and -3- A RESOLUTION: AUTHORIZING THE PERMANENT REMOVAL OF THE BARRICADE ON CATOCTIN CIRCLE AT NORTH STREET WHEREAS, the Standing Residential Traffic Committee recommends that the barricade at Catoctin Circle and North Street be removed upon installation of the four -way stop and driver feedback signs; and WHEREAS, Town staff concurs with the recommendations of the Standing Residential Traffic Committee; and WHEREAS, the Town of Leesburg has a one year warranty to test and ascertain that all features installed on Catoctin Circle and Blue Ridge Avenue support the expected traffic volumes and that any defects that appear during the warranty period shall be rectified under the terms of the contract. THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia as follows: SECTION I. A four -way stop at Catoctin Circle and Blue Ridge Avenue shall be installed. SECTION II. Driver feedback signs shall be installed on Catoctin Circle between Edwards Ferry Road and North Street and on Blue Ridge Avenue. SECTION III. The barricade at Catoctin Circle and North Street shall be removed upon completion of Section I and Section II of this resolution.
